i think its cause it drops into the bodies and makes it harder for other player scavs and pmcs to get ahold of decent weapons to (potentially) use on him.

When you use a repair kit it has a chance of giving a weapon or armour a bonus.
For example using a repair kit on a weapon can give you decreased spread.
