I don't think he is - the point Morrissey makes in his address is he is comparing the treatment in the aftermath of the Moors vs Salman Abedi, the Manchester Arena bomber. I'm currently writing about this. Interesting the disparity between Hindley's funeral & Brady's - in fact the state handled Brady's 'funeral' & went to obsessive, arguably ridiculous lengths in the dead of night with police escorts & a salt urn that would dissolve underwater - the idea being it restricted the spread of his ashes by being sunk in an urn, rather than being spread over a larger area had they been conventionally scattered at sea. Abedi by contrast has not been 'monstered' the way the Moors were - by either the media or the state - although he killed 22, including children.

Difference is that authorities are covering up to spare themselves debate and scrutiny of their policies.
