I would rate infrastructure: 1/ Kenya 2/ Uganda 3/ Madagascar. The wifi in Madagascar was not so great this trip, was strong in Tulear last year, not sure why. Madagascar seems to have less brown-outs than the other 2 & less trash on the side of the roads. Coastal mid-size cities in Kenya & Madagascar would be at the top of my list. Regarding AC, try to get used to just having a fan if possible, the ACs can be old and badly maintained.
i can vouch for you according la gastronomie pizza even pommes frittes is terrible there how owner could afford to have prime location for peddling such crap food i have no idea luckily there are many good and cheap restaurants in the country
I paid around US$22 a night but prices change. The wifi in the room was not so great but I could just walk up to the restaurant... During the days I would hang out in the area shown in the video. Sit in a cafe or restaurant and watch all the activity.
