Finland has got them, Norway and Denmark as well. Canada I am sure has many more still, being a bigger country also with extensive ice coverage of shipping lanes in the winter. Russia is to my knowledge however the only nation operating *nuclear powered* ice breakers, but you didn't mention that so I assume that's not what you meant.
