hi sir, i got a question, so if i want to connect my iot device (for eg. raspi 4 with sensor) to the azure iot service, can I just choose using only iot central instead of using both hub and central?

I have two function apps, Can i route messages from built in endpoint(messages/event) to two function apps based on message properties filtering?
You can, probably the easiest way is to use any service for Pub/Sub like for instance Azure Event Grid :)

Not sure, but I think it's PaaS as it's an application development platform.
