Dubai is dubai coz of zero percent tax rate. I don't think India will ever achieve that unless it is on small union territory island like Andaman nicobar island or Lakshadweep of India. Like Singapore, Hongkong, they are all small city states mostly on islands.
Let’s be real. Indian cities are the main reason why foreign tourists don’t come here, because their image of india is constant noise, pollution, traffic, poor sanitation etc. It will take some time for our cities to start looking world class enough that people want to visit, but it will happen
