The incident at 18:49 was totally the biker fault.
The biker wasn't changing lanes but was hugging his lane too far to the left to where the vehicle made contact.

I grew up on a road that people would dump trash on all the time. They almost always left some mail in it. So we would dump it on their front stoop.
I don't like to ride anymore because people don't know how to drive carefully. I always had the loudest pipes I could. I know people don't like them, but if people can hear a bike, they know where the biker is. People need to learn to have patience and keep their eyes open.
