I made the ghosts but wasn't sure of the water glue ratio. They don't feel firm enough so I'm going to modge podge over them while the wire and Styrofoam ball is still underneath to make it more stable.

I loved the idea but theres an easier way you can rake toilet paper roll it up into a ball in your hands then take a cloth thats white and put it around the ball and tie it with a rubber band and make a face than boom your DONE!
