In France all cathedrals (the seat of a bishop or archbishop) are owned by the French state, not the Catholic Church which is simply a user of the structures. All maintenance costs are the state's responsabily, as is the case concerning Notre Dame.

1 billion US dollars is enough to clean ALL the trash in ALL the oceans? Well, the US governemnt spend 766 billions on military in 2020. By your logic, the US can, but fails to, clean all the oceans in the world by simply using taking less than 1% of its military expenditure.
