I take my hat off to anyone who keeps a classic car on the road. Emotionally, you will never believe how much pleasure I get from just seeing one of these vehicles on the road. Cars that were a significant part of my formative years. I wish I could afford to have one. I look forward to the warmer months when these cars are taken on the road. Museums are great but I like to see the cars on the road where they belong. I would be happy to see the end of government but I never want to see the end of the cars that make up our shared past and heritage. So much of our past is being erased. it is like we are being deleted, one piece at a time. Can we come together to stop this criminal move. I love anything that symbolises the progress of our culture and our industrial development. It didn't all start with the apple phone you know. We were a great nation, once upon a time.
We had a nice rolling exemption of 25 years - scrapped by Gordon Brown in 1997 and eventually reintroduced as a 40 year exemption in 2014. It's supposed to be for Historical and Heritage reasons.
If Labour gets in they'll probably scrap it again - they don't want you driving cars at all.
Though to be fair, I don't think any parties want you driving cars - but they still want the tax somehow.

And here we go again with "they don't want us driving anywhere" who invented this idea? If we didn't drive the whole countries economy would crash unless there is an alternative to driving that I'm unaware of?

@@dungareesareforfoolsI need to drive to work, around 40 miles each way, as do a lot of people and I pay a MASSIVE AMOUNT of tax and I mean a MASSIVE AMOUNT of income tax, if I told you how much it would make your eyes water. If the Government stopped me and many like me driving to work they would lose billions of pounds of tax revenue. How else could I get to work if I couldn't drive? Public transport would involve two bus rides and three separate trains, each way.
There is no way any government wants people like me, joe public, to give up their cars.

It's not just about wanting more tax but the fact with EVs, motorists are paying less tax to the government, and the government needs that money. The next 5 years will see a heavy shift in the way we are going to be taxed. Pay per Mile, pay per day, motorway fees, up the fuel duty on petrol and diesel.... You name it they'll be looking at it.
Now known as the party of high taxation. Come next year they will still expect people to have faith in them.

What will happen to EVs is you will be charged fuel duty and VAT at 20% on every KWH used to charge the car instead of the 5% VAT charged on domestic electricity. Even 5% is a travesty when you consider VAT was originally called “Purchase Tax” levied on “Luxury Items” since when was electricity and gas considered a luxury?

I don't think the DVLA guy meant that the rolling exemption would be stopped, I'm pretty sure that he isn't privy to any advance information, simply that if any changes were to be made, that it would take place in an April budget.

This is a pension for old bikes /cars after their contributions for the roads.
My 1982 Rolls-Royce Silver Spirit turned 40 in October last year. Fortunately, whilst doing some research into how to apply for historic status, I uncovered the fact that the DVLA operate in tax years. I actually phoned them and a nice lady explained the practice to me. The MOT was due in March 2023, so I still had to get that done and I chose to tax the Roller rather than sorn it for a month. Then i went to my post office to apply. I then cancelled the road tax direct debit after I'd received my new V5.
This 'exemption' could be removed at the government's whim at any point.
Maybe people are opting more older vehicles to avoid ULEZ charges and any other charges that could apply depending on your local council.

Road tax ( a specific tax for the upkeep of roads was abolished in the UK in 1937! and we've never has a specifically ACCOUNTABLE tax for the roads since!!! ( apparently according to the GOV, our lovely liars , I meant leaders )

When I applied for my exception on my 1980 classic car a few years back I could not get it processed at 40 years of age, it was nearly 41 years old when they finally allowed it to be processed. I think the DVLA work it into the tax year, so if it was registered before April 1st then it could be processed, if it was registered after April 1st which mine was then you have to wait another year. The trouble is that this is not explained when you are first applying for your exception and the Post Office did not know either.
Not quite. Any car registered/built after 1 January must wait until April of the next year to get the tax refund.

The tax exemption goes on the build date I had a 79 reg car but was built in nov 78 applied for exemption with proof of the build date which was on the vin tag and all came straight back no problems
Mercedes charges so much to verify the build date that it was cheaper to just pay the ved for another year for my imported car.
@@LesterLovesWatches I've just had to tax my 1983 bike, I asked the lady for the V112 form because I know that I can apply for it early next year due to my build/registration date, I also asked if I'd get a part refund on the years tax I've just paid. She said that they won't do anything until November next year when this tax expires, she was reluctant to give me that V112 form now because it will probably change.

I belive that they stopped the rolling exemption once before & then reintroduce it at a later date. Hopefully if this happens again it won't affect the existing vehicles.

This is a standard letter which I also received 2 years ago. Its just covering their backs as any form of taxation can change at any time on a chancellors whim at budget time.
I like the idea of the 30 year rule for historical status. My viva is 50 years old, but my daily is a 1991 Audi 100. Bearing in mind that historical status also is ulez exempt..🤞🤞
And you could have identified an issue where the govt needs to review. 30 year old cars are comparatively very polluting. So if people claim "scrappage" on their 10 year old diesels just to buy 31 year old diesels then it is self defeating

In Australia historic vehicle registration/status is 30 years and your bmw and other modern classics from mid to late 80s and early 90s would already be eligible for historic rego in Australia or other countries.
That 40 year historic vehicle status is unfair and ridiculous!
I don't trust any of these politicians. I remember when " 2 Jags" John Prescot changed the rules for tax ememption of classic cars from 25 years to 40 years. It would be really nice for me if they reduced it to 30 years, but sadly in the UK, everyone sees cars as a pawn that can be used to screw the motorists in one way or another.

iirc it was labour that removed the original ved exemption which used to be around 25 years old i think, it was stopped at january 1973 iirc, the tories reintroduced it by starting the annual roll again from where it was stuck. However it doesn't mean they won't remove it or just stop the roll on
Yes this is what happened . The Jan 1973 date would also tie in with the law which said only pre 1973 cars could use black and white/silver number plates . As you say the 40 year old legislation came in later and they were allowed to use black and silver plates . It is possible that future changes could suspend the rolling programme , but , I doubt that they would take it away from vehicles that are already classed as historic . But you never know with the government .

The way i read it was he would stop the rolling exemption so anything already exempt it would not apply to & he will just cap it from rolling over every year
It would probably mean a freeze on the rolling exemption. They've done it before. It used to be a rolling 25yr exemption. Labour got in to power and froze it so no more cars were made exempt, but those that were stayed exempt...pre 1April 973 I think it was. Then it got reinstated as a rolling exemption again.

The Government would have to employ thousands of civil servants to administer which is why they did away with charging plus a great classic car industry was created producing VAT and that's over 6 billion a year.Think.

I wouldn't read too much into that, it's always been the case that it could be frozen. As someone else pointed out, the last Labour government did that and it was subsequently reinstated.
Be very careful if you complain to the chancellor or his office, he will use police action to frighten and scare you as he did with me as he didn’t like what I said. Sad times we live in 😢

Our Tax year is April 6th to April 5th.
Each year, the budget has changes in Taxation, so the line 'could be changed' is a standard statement as it refers to the fact that Tax rates can be changed at each budget.
One has to remember, if there is a “loop hole” (as seen by the inland revenue) it will most likely to be closed at sometime.
So is there going to be a rolling exemption to the historic tax or a cut - off point at some stage ,where it will remain fixed ?. All a bit wishy ,washy which will leave things a bit up in the air - don"t you think ?. Because if true about it becoming abolished completely it would mean me selling a
couple of vehicles and just keep the cheapest my 1975 P6 Rover .The value of any old vehicle would plummet and we would have to be aware of that ?. Keep - up the good work .

I am presently trying to get a Sorned 1982 motorcycle changed to historic status, followed the DVLA/DVSA instructions, took all the paperwork to the P.O as required, waited 6 weeks for the V5c to come back and they didn’t change the status. Contacted the DVSA to be told I actually needed to tax the bike first, pay for it and then I will be refunded once the status is changed to historic. It does sound like there’s another government U turn coming up and no doubt it will then need an MOT too which it is presently exempt from.
This could simply be a knee jerk reaction to the amount of people buying up classics, which are ULEZ exempt to use as daily drivers in clean air zones, which not in the spirit of the rolling exemption and the tax & MOT free historic class. Where originally the argument was that people using cars occasionally for shows, meets, rallies etc meant it was unfair for cars that were hardly used to pay the full rate of road tax.
Years ago it was a 25 rolling exemption, if I remember correctly the Blair government changed it to pre 1975 fixed date.

It is amazing isn't it that most countries do not demand a compulsory tax to drive a vehicle on the roads? An MOT certificate or Certificate of Fitness should be evidence enough your vehicle is safe and complies with legislation. Why should millions of hard working people be forced to pay to drive a vehicle on the roads?
The VED is part of general taxation and has been since 1936 so what is the justification for another compulsory tax?
It's probably the office keeping themselves safe by advising that the government has the power to change the rules at will, not so much a nod that it will happen. Similar that flight safety instructions aren't a promise that the plane is going to crash. Now, I'd still be one of the first in line to not trust the government but I think in this case we're just reading too much into it. Would wait for a lot more information to show it's head before worrying about this.
Agree with a couple of the other comments, "James" from DVLA who sent the mail is just stating that the exemption applies from the following April of when the vehicle turns 40 yrs old not from the immediate date it turns 40. He is simply saying that the April budget is when changes are made to taxes, duties, vehicle excise duties etc, so any changes in that budget regarding the classic vehicle exemption following the car turning 40 would apply as it would also apply to any other vehicle where the road tax was changed. Think the author of the email could have worded or explained better. Interesting that he states date of manufacture not vehicle registration date , wonder if that is correct.
Also of interest, if they introduce road charging that will probably capture classic vehicles. So one system for all vehicles, probably based on how "green" your car is.
Of course they could change it at any point.... They already have on previous occasions.
Tax exemption use to be for any vehicle over 25 years old.
Then they changed it to any vehicle pre-1973.
Then they moved it to any vehicle over 40 years old.
They'll swap and change it to what ever brings them in the most money/votes.
It would certainly make sense, as anytime I get near a goal post, they move it.

All possibilities are on the table with Jeremy Hunt. Pensioners are now paying tax because he slyly froze the base rate for tax. I would not put anything past this guy.
In most USA states, we have a 25 year 'Classic' status for motor vehicles. They can get 'antique' plates, be exempt from pollution and safety inspections where have them, possible lower registration fees and 'car taxes' (some states have an annual car tax on the value of the vehicle, including Nevada).
Because every year the budget headlines are all you hear about, hundreds of other changes go through all the time and taxation rules can change every year and it’s not saying it will end in April it’s just an exemption that was last extended (by not being cancelled) last April was like all current rules updated for one financial year I.e. 6th April to 5th April. Any rule currently existing can change so all the response was saying was the rules for the classification may or may not still be in place when that car reaches 40, nor does it say the current exemptions will be rescinded so impact on current classic cars is a separate mutually exclusive rule
I own a 2cyl.505cc. Fuel Injected car .it is under 350kg. Has a catalytic converter, emissions are 115mg.per.kilometer.
The road tax is higher than most larger cars,at £180 per year.

The fiscal year runs from 6th April to 5th April the following year for most taxes and from 1st April to 31st April for some taxes. That's probably what James has in mind.
I had a brown car once. It was a Rover 2600. Nice. Anyhow, too many MPs own classic cars for the exemption to be scrapped, and there aren't enough 40-plus cars for anyone to worry about it from an ecological point of view.

Sanj/Sam get a clue mate. It's a rolling exemption - most cars will be able to register for historic when they're actually 41 years old. This has always been the way the rolling exemption works - it's just been badly explained (not that badly, actually) by the DVLA. It's all completely normal.
Too many rich people own classics in this country , nothing will change about classic vehicles , I hope….
That's why there's no capital gains to tax on the sale of classics.
Back in 1995, my first car was a 1976 mk3 Cortina.
Back then, the tax exemption rule was anything over 25 years old.
Annoyingly, in 1997, they put a stop to the rolling exemption, so exemption stopped vehicles registered at some point 1972, I think before April 72 from memory. So I got screwed the first time around!
Now, fast forward many years and I have a car from 1977 which is exempt of course. I couldn’t apply for exemption until the April of 2018 as you say, it goes from the April of the following year.
I also have a car which has just recently turned 39 years old and will be eligible for tax/mot exemption in April 2026, so I REALLY REALLY hope they don’t screw me over again and stop it!!!!!

Yea why not tax the 0.01% of cars that only come out once a year & get to cover a whole 3 miles being driven to the MOT test centre and back again.
They don't go for an MOT as they are exempt!

I have three of my classics taxed on exemption but haven't taken them on the road for a long time. They are road legal and running so if they want to charge me they will just bcome untaxed/sorn and they will stay in the barn!
The ambiguity in that statement is very telling. It could be that he scraps the exemption all to together and classic vehicles again have to pay tax. Or it could be that as soon as the vehicles registration achieves 40 years old it becomes exempt, regardless of the month of year! What ever it is that is a poorly constructed sentence for a civil servant, unless it is designed to confuse, so it gives them wiggle room to collect more tax!
Personally, I think it should be 50 years if not more. I don't recall any car 30 years old that justifies historical and heritage status...

The classic car industry is booming at the moment and the revenue the government get from it is probably huge. Would be extremely short sighted of them to jeopardize the industry.... But then they're not known for looking ahead! Also the percentage of classics to modern cars is very small and most of us run on limited mileage insurance so the collective emissions are tiny.
Of the vehicles in the historic vehicle category how many can be re taxed in another free category e.g my steam roller is tax as historic but steam vehicle is also free.
Well he can because it is a budget. The budget remember is an annual event when taxation is renewed. Income tax is an annual event which is renewed each year as per Peel’s budget in the 1800’s. I was taught that at school in the 1960’s. Tax is a temporary financial medium of the government that is renewed every year hence the budget. This means rates may be altered up and down or introduced or exempted. The joy of British life that seems no longer to be explained to the public.
With the current difficulties as to the prolonging of hydrocarbon vehicles and the desire of government for road users to change to EV the sudden rush for classic cars and reduction in taxation and MoT status will cause a reaction. If none of you have spotted this it is disappointing. It is not the fault of the enthusiasts but of the cheap skates.
I suggest that MoT inspection will possibly be reintroduced and taxation may be as well because cheap skates will not do what is required and people will be injured and possibly killed. The insurance companies will not like that and nor will the Ministry of Transport nor will the families affected.
I suggest that the movement requires that beneficiaries of this government generosity, because it is by all parties to date, be genuine members of appropriate car clubs not something hurriedly put together in the next few months. This will give the movement mot regulating power and interface with government which can benefit both.
Additional to this the movement could require that electrical conversion of historic vehicles should be exempted from it. This should be so because they were not designed for the alteration in design parameters of electric locomotion and there seems limited designed criteria they have to comply with. E.G. if you have an Austin Seven Ruby what stress can the wheels take with an electric motor that could drive it at say 65 mph and how would you provide successful emergency braking that would be under control. To achieve any part of this would remove any authenticity bar the shape of the body. It would no longer be an historic vehicle. This must be tackled now or you will lose the advantages, for they are not rights, you have obtained over the years. Do not think you have time to think about this or come up with fancy arguments you have to advance now with immediate dialogue. If you do not you will stand there as a bunch of hand wringers and your enthusiasm and expensive investment will be trailer born to car shows which is not what this historical movement which I have been part of all my life until I can no longer climb off the garage floor but only type on this keyboard. Do not let this opportunity pass by.
Plc private light goods well goods are carried by vehicles which is commercial not private so you unwittingly registered your private conveyance as a commercial motor vehicle
paid for tax and mot years ago i don't mind playing it again cheap at half the price to keep old Mercury still rolling. worth every penny,i would still prefer to drive around in an old Cortina than a new boring squares Tesla
A Classic Car "used" to be any car that was 20 years old, back before the introduction by the Governments version of 25 years old, which they then changed to 40 years old, cars made in the 1970's in general were scrapped by the time they were 13 years old at most, but as vehicle anti rust treatment got better, they lasted longer, so the government changed the rules, to prevent more vehicles making it to the point that they could apply for it, remember they like to screw as much money out of you as they can, to pay for the excessive waist of money they spend on themselves, running departments the public don;t want, and any stupid ideas they have, like the 20 MPH, or Ulez zones and any other crack pot rubbish, and the best bit is they know that most of the public will just vote in the same 3 main parties over and over again, to keep the corrupt system running, and you all do.

My Mercedes is a import. The dvla use the first registered in the uk date for historic status. They will only use the build date of the car with a statement from the manufacturer, for which Mercedes charge several hundred pounds. Its cheaper just to pay ved for another year.

Sorry Brown Car Guy, I think you're wrong on this one. Like you, I have a BMW 3 series E30 body shape, but mine is 1986 so I'm a bit nearer the tax free status than your car. My reading of the DVLA guy's letter is not the same as yours. Basically he was pointing out that the tax free status was decided by a chancellor, - ie a politician and came into force, understandably at the beginning of the tax year in April, as a consequence of which, your car would have been 40 years old plus the difference (of a few months) since it actually reached that age. Otherwise there would be cars having exemptions starting all over the tax year which would be a nightmare to administer. This way they all happen in April when they can be dealt with much more easily. The guy's final remark is true, but I don't think you should read too much into it. Any chancellor has the ability to vary all sorts of taxes in the budget and at other times, - that's why he's the chancellor. Jeremy Hunt could decide, in his infinite political wisdom, to remove the 40 year exemption at any time, replace it with 50 years or reduce it to 30 years as he sees fit. I'm inclined to think in the absence of political pressure or other factors he's most likely to leave well alone, unless there are compelling reasons otherwise.
In Ireland, cars get vintage status at thirty years old. Next year, cars from 1994 can be road taxed for 56 euros. Cars over forty years are exempt from road worthy tests. Hope our government leaves well enough alone.

I own a bmw e36 320i coupe 1993 I only do a thousand miles a year you would think a 30 year old car would be classed as a classic .
Beacause of ULEZ more and more people are buying classic cars. The prices are rising fast, I feel the UK Govt will change the rules yet again, kiss goodbye to tax and MOT exempt vehicles.

They cancelled the rolling exemption in 1997 when it was a rolling 25 years.
15 years later, the Tories got in and reinstated it but now it is 40 years.
Labours fault.
If Labour get in, they will either peg it at 40 years or cancel it altogether.
If Tories get back in after another tem of Labour, you could see the exemption cut off as 46 years / 52 years or however long Labour stay in.
One thing is certain. Labour will cancel it.
Its not the first of April, its the first of January ............ my motorbike was 40 years old in the August but I couldn't register it until Jan the following year. So this email from the DVLA is completely wrong so I wouldn't worry too much about it. Its not the first time that they make mistakes
It's not just to get more tax revenues, it's also to do with this net zero cr@p as classic cars won't meet the ever strict emissions and to get more vehicles off the road.
They have been adding this qualifier on letters like this ever since 2016! I've had a couple myself. Because the exemption is not a legal right, but a budgetary decision by the government. So DVLA, in a classic case of "cover my ass", will not put a prediction for future conditions in writing.
So, just this once, forget it, it ain't gonna happen!
In fact, in that particular letter, they even got their own numbers wrong! A car registered before 31/12/85 (but after 8/1/85) will not be elegible for Historic status and free VED till 1/4/2026 NOT 1/4/2025 as stated!
Maybe it meant the rolling April date may be dropped, so once a car is 40yrs old it will then be taxed exempt regardless of which month it's registered?

Hopefully the chancellor won`t stop exemption especially if the PM likes cars. It would be nice if they brought the classic car age down to 30 years, my Midas would then be exempt 🙂but I doubt they will do that as they would lose quite a bit on taxes. Happy classic motoring.
No the world is against pollution and for clean air. So scrapping a 10 or 12 year old diesel and getting paid to do so, in order to buy a 30 year old even more polluting "classic "! diesel just to avoid OLEZ is against the spirit.
An old car of mine a Volvo 960 GLE Turbo diesel that I purchased from a GP in 1997 is still running as taxi and would be OLEZ exempt - but this is not the intention.
I'm commenting on this video a fair time after the original post. As far as I know, there are no planned changes announced to the rolling 40 years as of now.. however here's my thoughts.. there is zero! chance that a decade from now we'll be allowed to run about unchecked in a tax/MOT exempt 1993 E36 BMW M3 (for example). You are deluded if you think that'll be allowed to happen.
The rolling 40 years will stop sometime this decade. Buy a 80s car now if you want to take advantage

Chancellor has no need to introduce more taxes up on classic cars , going off the amount of import duty made from those high vis jackets behind you . 🙄.
Also if we stopped spending our love , time and money on classic cars then he would also make less on import duties on imported goods and taxes on labour peoples maintenance / restoration costs.
We’ve donated rather a considerable amount to the treasury .
Climate change is a load of nonsense if peeps did their research they would find out it’s all down to solar cycles , kinda funny how most ancient texts and religions have these regular events well documented.
We’re just due for one soon as everything comes into alignment 🙄.

There are many who believe that no post WW2 vehicle should be eligible for excise licence exemption.
The fact that the then chancellor introduced the exemption on 1st April should be enough of a clue!

The classic car industry must generate billions, and also nurtures real talent, not imbeciles pressing buttons, thats a lot to lose in tax and jobs, and skillsets !
