Theory: the One Who Waits ISN'T who he says he is. In Pyramids of Mars, Sutekh was an Osirian, not a Conceptual Deity like the Toymaker, Maestro, and the Trickster.
I think this is Lady Death taking on Sutekh's namesake.

Someone that even the Toymaker feared.....the same person who defeated "God" along with the Guardians of Space and Time. BS. Sutekh was indeed described as "all powerful" in the original Who, yet he was defeated by the combined might of his fellow race. So not All Powerful. BS. Regardless of his power he was of this Universe. The Toymaker was of outside. Thats what made him scary. So much for that. Its also Lazy Writing. Plagiarize classic Who instead of creating a new more formidable foe. This series is dead. Its not Who.
