It looks to me like the fuel filler cap vent is blocked. Stopping air from getting into the tank and creating a vacuum that is stopping fuel from flowing into the carburettor or fuel injection. By blowing he is temporarily clearing the blockage and allowing fuel through. Find the vent and unblock it with a needle or similar.

Cleaning your carburetor also works. Any time you allow your scooter to sit for more than a month without use, the additives in the fuel will gum up and clog your carburetor. The tube trick might work some of the time, but not always.

EVERYBODY! STOP GIVING ADVISE IF YOU DON`T KNOW WHAT YOUR TALKING ABOUT. AND BLOWING IN A PAPER TUBE IS USELESS. I ASSURE YOU, THAT DOES`T START A SCOOTER. THE VACUUM FUEL VALVE IS THE ANSWER. WHEN YOU START YOUR ENGINE, IT CREATES A VACUUM IN THE FUEL VALVE. THIS IN TURN, RELEASES FUEL TO THE CARB, THEREBY STARING THE ENGINE. IF THE FUEL VALVE GOES BAD, HARD STARTING WILL RESULT. NOTHING IS WRONG WITH THE CARBURETOR. GOOFS.

It sounds perfect there is a valve that depends on the motor running to create vacuum to open the fuel flow. If the scooter hasn't run for a while the gas in the carburetor bowl may have evaporated. I can't wait to use this later in the spring instead of half a can of starter fluid. Same thing every spring screwing around with the same problem.

Never turn the throttle while starting like you do with a motorcycle. I did this and totaled my scooter after just owning it two weeks.

What you said is simply RIDICULOUS! No scooter engine or otherwise will be damaged by doing such! Certainly it's not the ideal way to start an engine.
But from "not ideal" to "totaled" there's quite a distance! ;-)

Check that the vent on tank lid is open, so driving creates no vacuum in the tank.

Update: I fixed my Scooter, it turned out to be the Carburetor, it needed to be cleaned, but the manufacturer's part/carburetor was sealed so you can't open it up manually, unless you get a drill and drill it out, it is three screws, I got two little screws perfectly but the last one I did.. i accidentally drilled into the carburetor itself, so I had no choice but to buy a new one, which is $20. The new carburetor has screws that you can screw out, it's easy now. Everything works 👍

It's like a choke but increasing fuel instead of decreasing air. Does the same thing.
