I don't like her. That's because her writing is contradictory. With the way she acts in the quest, she's says she said she didn't realise that Belobog was ready and she made that whole comparison to her own home planet. But with a few braincells she could've realised that the situations on her homeplanet and Jarilo are completely different. She didn't need to see the whole new area for that.
But I don't believe Topaz is dumb. Which would mean she's lying. Really annoying character.
Her enitire character just feels like a sugarcoating of colonisation. And if you think that's a stretch. The contract and the options she proposes are historical colonisation tactics that were actually commonly used in the past. There's no excuse for that.
I also don't like Jingliu, but at least she's not terribly written.

I love Topaz because of just how real and grounded she feels even in the craziness of a space fantasy. She works hard within a complicated maze of massive corporate interest that doesn't fit cleanly into moral terms, something that is extremely relatable to us in reality. She truly does believe that the good that IPC can do outweighs the bad that comes with their involvement, and while the role of "debt collector" is not a pretty one, it's necessary for a company to not misappropriate its funds and collect on its investments. Moreover, she clearly isn't a person without a heart, as seen with how the story surrounding Belabog's debt plays out, and she goes home to her adorable adopted critters after work. She's multifaceted, neither a good or bad person, but one that gets shit done that, within the framework of her life and work, needs getting done.

It does feel weird that there’s no stellar on clause for civs hit by them.
You can’t pay a debt when under attack a literal random acting Aeon, right? Most others could be attributed to mortal contrivance but… this is literally divine.
Got hit by another stronger civ? At least you have a chance.
Hit by literally god? How do you recover enough to pay the debt?

The thing that made me go "screw Topaz and IPC" is that they conveniently forget to mention that not all planets manage to recover after IPC's "help", and some of them are either destroyed or completely unliveable. If it wasn't for Himeko revealing that bit of information, the whole planet would basically turn into a slave colony for the IPC.

It would've been one either way. Belobog needs to pay off their debt, Topaz is ensuring that process goes as smoothly, and as safely for the people. Do you really think that Belobog's debt is wipe clean now? No, it isn't. Sure it's reduced, and they're given time to pay it all back but they still have an enormous amount of debt.
There had always been two outcomes for Belobog, to be part of the IPC and not be burdened by debt, Or not be part of the IPC but having to deal with the massive debt. What's the point of telling chances when practically Belobog never had a choice to say no to the debt. The IPC wins either way.

Topaz genuinely wants the best for Belobog and, because of her past experiences, she believes that is to be a part of the IPC.
So far, this is my favorite quest in terms of pure story and dialogue. It's just so thought provoking and I hope we get more quests like this.

The IPC is a massive organization that honestly can’t be bothered to keep an eye on everything themselves. For this reason, I do believe the IPC would not have been aware of Belobog if it weren’t for the trailblazer’s actions.
That said, information we have from the Xianzhao seems to suggest that they do not see the IPC as a significant threat. This is to say that the Xianzhou Alliance may exist on a similar scale to the IPC, which is very interesting.
It seems that we will learn much more about the IPC (along with several other factions) at Penacony, so I am curious to see how things play out.

They even have what amounts to a laser pointer to direct the giant centaur idiot. Meanwhile, the IPC does not have Qlipoth’s support. Just by pure size, political, and Economic power they rival what amounts to a super religious militant country.
However, I think the IPC could definitely handle the Alliance if they take out the Divination ship that holds the glorified laser pointer first.

A mature person would take a step back and think to themselves “Would I be making the same decisions if I were in her position? If I grew up in this planet with contrasting values and beliefs backed up by the outcomes that came about them, would I be choosing what I know has a degree of success or have another representative from the IPC to take care of this one?”
Topaz is as far as we know the best candidate to take on this position, psychologically people are more prone to have a more civilized conversation/negotiation with someone that has similar experiences to you rather than immediately going into an unnecessary war. You can’t make excuses for how some of the lower ranking members acted when they were asset evaluating the planet but that is like saying because one group of cops are bad = all cops are bad. I believe she did take responsibility and action for their behavior though iirc. Also at the end of the quest, Topaz was able to absorb and digest new information witnessing the technology of Belebog which was honestly their best trump card. She grew as a person being inspired by the people of Belebog and even decided to give the robot key to Clara.

Topaz and future market give me a lot of hope for future star rail quests and characters, there was a lot of nuance and complex character moments in that quest as well as a realistic conflict that couldn't be solved with violence alone, it also helped that we already had an attachment to Belobog and it's citizens so the quest didn't have to waste time introducing them to us or forcing us to care about them.

There's also a second implicit party to this situation; the Architects, specifically the first generation or two that would have been well aware of their debt to the IPC. By Bronya's own report, the current living Architects on Belobog had no idea that a debt was owed at all-or even that the IPC ever existed, let alone interacted with them in the past-which means somewhere along the way, that fact was forgotten or buried. And we have a strong reason to believe it wasn't 'forgotten'. At least not initially.
If there's one through line with Belobog's leadership we can pick up on across our time on Jarilo VI, it's that they are perfectly fine with burying any information that would jeopardize the unity and faith of the people in the rule of the Supreme Guardians. Bronya herself commits to this pattern by burying the truth of Cocolia's betrayal, in order to keep the people's faith in Belobog's leadership intact.
Recall that Alissa Rand is remembered as "She Who Evokes Miracles", a very saint-like title. The fact her technology and the Architects' funds came from the IPC, as well as the fact that she used the Stellaron and caused the Eternal Freeze itself, were likely intentionally buried in order to unify the people behind her, and by the time of her direct successor, Svetlana Rand, were likely already closely guarded secrets.
While the Architects were highly incentivized to continue researching the Stellaron in secret throughout the generations, the Architects probably let the very idea of a debt to the IPC be forgotten, with no perceived incentive to keep the knowledge alive, even among themselves. While understandable, it is still an irresponsible and unwise choice that only aggravated the situation.
Imagine if the Architects and the Supreme Guardians kept alive the knowledge of their debt to the IPC and planned for it. Imagine the difference if Topaz came to call, and the Architects led her to a vault containing the accumulated equivalent of the original loan, and possibly a chunk of the interest, accrued over seven centuries of careful planning, exactly for this eventuality. I would bet that would have led to a far less confrontational, and even more favorable, negotiation.

Dude. You're in Survival mode with no idea if your Civilization will survive. Why the F would you care about a Debt from a Faction that never helped you and left you for dead. No one bothered to literally come by and check on the Planet from the IPC Until the Express arrived. They literally had one guy stationed to monitor what they likely saw was a dead world and blast ads to it.
They could have checked up on the planet at any time but no. Just have one guy monitor a dead world and never check up on it at all.

The IPC probably won't even think of "settling the debt" were it not for Topaz seeing it (i.e the communication to Jarilo-VI being restored) as an opportunity to help the planet by appealing to the company as an opportunity for "strategic acquisition"
Yes, she did mention "acquisition" as the plan approved by the top brass - settling debt was just an excuse, the contract even mentions annulling the debt if the people there accepts being "bought" as IPC workers
Though I'd also like to point out that Himeko specifically says that Jarilo-VI is lucky Topaz is the one handling the case, as no one in her department is as well-intentioned as her - if it were one of those other people, the planet's people would've been screwed for real

It somewhat doesn't help that Jarilo-VI is an almost dying world
It certainly will take a lot of "preserverance" just to keep on living, let alone working on rebuilding the planet - and at least, Bronya shows that Belobog can move on that direction

I am of the impression that the IPC would have collected the debt in the form of planet resources and landspace to further their commerce, similar to their plan for turning Aurum Alley into a port. So Topaz intervention was probably for the best.
Also, there is chance we won't hear of the debt again, since it would seem Bronya already negotiated some alternative methods of payment, judging by the Aetherium Wars event.

I wouldn't say that they're opposites, after all if they viewed each other as the 'opposite' they'd be going against each other but it's clear that they aren't, or at least actively doing so yet it doesn't make sense if you consider the fact that Nanook took time to attack and possibly try to kill IX yet failed. The Destruction going after The Nihility makes sense as Nihility is just hopeless, and meaningless which could prove to be a hinderance to The Destruction's goal of destroying the universe.
I think that Qlipoth's opposite would make much more sense against the Finality. We don't know WHAT Qlipoth is protecting against to the point he had to make a wall. The universe will continue on with, or without the preservation, even The Destruction knows that as they only plan to destroy the current universe to let it be born again.

There's a lot of planets out there and we don't know how many they've worked with let alone in those conditions but it seemed implied to be a considerable number, I just figured they wouldn't follow through that often. And with Topaz, I felt like they were trying to say: "oh it's alright for her to do that because of ther past.". But, that's not how it works. It's a horrible and inhumane tactic.
And of course, she later was like, ok let's forget about Belobog, but that felt kinda dumb. Because the reason she stated to now suddenly not want to invade Belobog, is something that she could've clearly seen from the beginning. So either she's dumb, or she's just plain lying.

i think that topaz genuinely believes that without the ipc the planet is doomed since before the reveal of the giant robot at the end bronya does not have a long term plan for the survival of her people.
and her past is not to excuse her action but to explain why she thinks making Jarilo-VI join the ipc is the only way to ensure their survival.
and at the end she lets go of belobog because bronya gave her a plan that can actually work in the long run
and im not saying its right for her to lie and manipulate them its just that topaz is a person who genuinely wants the best for bronya and her people and her past makes her think that making them join the ipc is the only way to do that

Exactly. They were honest about Kafka and let us be rude to her or completely skip her Quest to get the rewards and even then her reactions to us rejecting her tell us more about her character that made me love her.
We dont have that with Topaz. Trailer Blazer cannot be as rude to Topaz as we can be with Kafka.

Honestly, you're better off watching Unreal Dreamer's stream of the mission. Not honest doesn't equate to horrible and inhumane, just because you don't agree. It's a part of business and not something only "dishonest" companies like the IPC would do. First off, Topaz straight up has no knowledge to see that Belobog can believably A, pay off their debt, and B, survive by themselves. Second, they already became on the IPC's target list, and Topaz at least was going to make sure they get the best help possible(note they have to pay off their debt one way or another)

@@darknessknows1235 Well, I'm not saying Topaz is horrible and inhumane. I just used those words to describe the tactic she used. And no, that's not just a business tactic.
I'm talking about giving two options:
Either you sign the contract and we'll 'help' you, but you have to give us workers.
Or don't sign the contract and face forceful occupation.
That's not just a business tactic, that is a colonial tactic.

Got the feeling that Arita and his group are the only genuinely good guys in the IPC, and naturally they're objects of mockery
Side note: people with Japanese names tend to get the short straw in this game

It would be nice to see actual helpful IPC, like them fighting against Antimatter Legion or saving their allied planets.
Could give us a peak at their actual power, and show that the IPC isn’t always the enemy. With how we’ve seen them so far, we’ll…

They did profit though??? Like, either choice the IPC wins. They get a new planet for possible resource, and extraction, or they get a new allied planet that's gonna need aid on extraction, and resource gathering.

The issue with Topaz is incompetence.
From the start she had decided for the matter to be resolved peacefully, yet failed to even mention to lower ranked IPC workers not to distrupt the lives of the locals during asset evaluation, which is a terrible way to show commitment towards a peace deal with Belabog/Jarilo-VI. She also failed to mention the EXTREMELY IMPORTANT detail that is the successrate of the geological reconstruction process, which if not for her personality could only be attributed to malice, as she would have it all: an entire (dying) planet for resource extraction, the entirety of said planet's population under employment of the IPC and also blocking that same population from resisting employment by not even having a home (planet) to live and/or operate on plus the entirety of the unused robot force that went unused and would still hold significant value (but not the same due to inflation and apparently minor technological progress). This is just what she should know she would get, as dhe would also eventually find out about the Engine of Creation.
