I don't like her. That's because her writing is contradictory. With the way she acts in the quest, she's says she said she didn't realise that Belobog was ready and she made that whole comparison to her own home planet. But with a few braincells she could've realised that the situations on her homeplanet and Jarilo are completely different. She didn't need to see the whole new area for that. But I don't believe Topaz is dumb. Which would mean she's lying. Really annoying character. Her enitire character just feels like a sugarcoating of colonisation. And if you think that's a stretch. The contract and the options she proposes are historical colonisation tactics that were actually commonly used in the past. There's no excuse for that. I also don't like Jingliu, but at least she's not terribly written.
I love Topaz because of just how real and grounded she feels even in the craziness of a space fantasy. She works hard within a complicated maze of massive corporate interest that doesn't fit cleanly into moral terms, something that is extremely relatable to us in reality. She truly does believe that the good that IPC can do outweighs the bad that comes with their involvement, and while the role of "debt collector" is not a pretty one, it's necessary for a company to not misappropriate its funds and collect on its investments. Moreover, she clearly isn't a person without a heart, as seen with how the story surrounding Belabog's debt plays out, and she goes home to her adorable adopted critters after work. She's multifaceted, neither a good or bad person, but one that gets shit done that, within the framework of her life and work, needs getting done.
It does feel weird that there’s no stellar on clause for civs hit by them. You can’t pay a debt when under attack a literal random acting Aeon, right? Most others could be attributed to mortal contrivance but… this is literally divine. Got hit by another stronger civ? At least you have a chance. Hit by literally god? How do you recover enough to pay the debt?
The thing that made me go "screw Topaz and IPC" is that they conveniently forget to mention that not all planets manage to recover after IPC's "help", and some of them are either destroyed or completely unliveable. If it wasn't for Himeko revealing that bit of information, the whole planet would basically turn into a slave colony for the IPC.
Dude. Bronya was about to sell her planet future into an Indentured servant colony. To add. If you listen to Topaz Voice lines she reveals she doesn't want to go back to her planet. Which is a big red flag after hearing her letter.
It would've been one either way. Belobog needs to pay off their debt, Topaz is ensuring that process goes as smoothly, and as safely for the people. Do you really think that Belobog's debt is wipe clean now? No, it isn't. Sure it's reduced, and they're given time to pay it all back but they still have an enormous amount of debt. There had always been two outcomes for Belobog, to be part of the IPC and not be burdened by debt, Or not be part of the IPC but having to deal with the massive debt. What's the point of telling chances when practically Belobog never had a choice to say no to the debt. The IPC wins either way.
Either way, it goes in favor for the IPC. Belabog pays their debt? Money for the IPC. Belobog sells itself to the IPC? the IPC gets a new planet to get resources. They never had a choice to begin with. Why mention chances when the chances doesn't matter in the end?
I really love how well they've written this quest and Topaz. Her decisions and actions in the quest can be explained by her past and how it affected her views. Topaz genuinely wants the best for Belobog and, because of her past experiences, she believes that is to be a part of the IPC. So far, this is my favorite quest in terms of pure story and dialogue. It's just so thought provoking and I hope we get more quests like this.
The IPC is a massive organization that honestly can’t be bothered to keep an eye on everything themselves. For this reason, I do believe the IPC would not have been aware of Belobog if it weren’t for the trailblazer’s actions. That said, information we have from the Xianzhao seems to suggest that they do not see the IPC as a significant threat. This is to say that the Xianzhou Alliance may exist on a similar scale to the IPC, which is very interesting. It seems that we will learn much more about the IPC (along with several other factions) at Penacony, so I am curious to see how things play out.
Dude if you read the lore in SU on the hunt. They spell it out that the Alliance is one of the few factions that can contend with the IPC on equal terms.
@@silverhawkscape2677I’d say that’s admirable on the IPC’s part as the Xianzhou is far closer with their god Lan. They even have what amounts to a laser pointer to direct the giant centaur idiot. Meanwhile, the IPC does not have Qlipoth’s support. Just by pure size, political, and Economic power they rival what amounts to a super religious militant country. However, I think the IPC could definitely handle the Alliance if they take out the Divination ship that holds the glorified laser pointer first.
IPC seems like an necessary evil faction, or rather, an necessary ambigous faction. Their methods and morality are highly questionable, however, it was thanks to them there's a semblance of order and economy in the vast Universe.
A mature person would take a step back and think to themselves “Would I be making the same decisions if I were in her position? If I grew up in this planet with contrasting values and beliefs backed up by the outcomes that came about them, would I be choosing what I know has a degree of success or have another representative from the IPC to take care of this one?” Topaz is as far as we know the best candidate to take on this position, psychologically people are more prone to have a more civilized conversation/negotiation with someone that has similar experiences to you rather than immediately going into an unnecessary war. You can’t make excuses for how some of the lower ranking members acted when they were asset evaluating the planet but that is like saying because one group of cops are bad = all cops are bad. I believe she did take responsibility and action for their behavior though iirc. Also at the end of the quest, Topaz was able to absorb and digest new information witnessing the technology of Belebog which was honestly their best trump card. She grew as a person being inspired by the people of Belebog and even decided to give the robot key to Clara.
Topaz and future market give me a lot of hope for future star rail quests and characters, there was a lot of nuance and complex character moments in that quest as well as a realistic conflict that couldn't be solved with violence alone, it also helped that we already had an attachment to Belobog and it's citizens so the quest didn't have to waste time introducing them to us or forcing us to care about them.

There's also a second implicit party to this situation; the Architects, specifically the first generation or two that would have been well aware of their debt to the IPC. By Bronya's own report, the current living Architects on Belobog had no idea that a debt was owed at all-or even that the IPC ever existed, let alone interacted with them in the past-which means somewhere along the way, that fact was forgotten or buried. And we have a strong reason to believe it wasn't 'forgotten'. At least not initially. If there's one through line with Belobog's leadership we can pick up on across our time on Jarilo VI, it's that they are perfectly fine with burying any information that would jeopardize the unity and faith of the people in the rule of the Supreme Guardians. Bronya herself commits to this pattern by burying the truth of Cocolia's betrayal, in order to keep the people's faith in Belobog's leadership intact. Recall that Alissa Rand is remembered as "She Who Evokes Miracles", a very saint-like title. The fact her technology and the Architects' funds came from the IPC, as well as the fact that she used the Stellaron and caused the Eternal Freeze itself, were likely intentionally buried in order to unify the people behind her, and by the time of her direct successor, Svetlana Rand, were likely already closely guarded secrets. While the Architects were highly incentivized to continue researching the Stellaron in secret throughout the generations, the Architects probably let the very idea of a debt to the IPC be forgotten, with no perceived incentive to keep the knowledge alive, even among themselves. While understandable, it is still an irresponsible and unwise choice that only aggravated the situation. Imagine if the Architects and the Supreme Guardians kept alive the knowledge of their debt to the IPC and planned for it. Imagine the difference if Topaz came to call, and the Architects led her to a vault containing the accumulated equivalent of the original loan, and possibly a chunk of the interest, accrued over seven centuries of careful planning, exactly for this eventuality. I would bet that would have led to a far less confrontational, and even more favorable, negotiation.
Dude. You're in Survival mode with no idea if your Civilization will survive. Why the F would you care about a Debt from a Faction that never helped you and left you for dead. No one bothered to literally come by and check on the Planet from the IPC Until the Express arrived. Just have one guy monitor a dead world and never check up on it at all. Screw the IPC. If Elio comes to us saying it's time to crush IPC I'm joining.
16:18 The IPC probably won't even think of "settling the debt" were it not for Topaz seeing it (i.e the communication to Jarilo-VI being restored) as an opportunity to help the planet by appealing to the company as an opportunity for "strategic acquisition" Yes, she did mention "acquisition" as the plan approved by the top brass - settling debt was just an excuse, the contract even mentions annulling the debt if the people there accepts being "bought" as IPC workers Though I'd also like to point out that Himeko specifically says that Jarilo-VI is lucky Topaz is the one handling the case, as no one in her department is as well-intentioned as her - if it were one of those other people, the planet's people would've been screwed for real
Topaz was really well writing character. You really feel how what her done but also we can still look she really care about everyone too. I happy hoyo make another good honkai writing again not some one dimensional character again. Another story who make us mature every buddy.l good job hoyo 😆👍
15:08 Yes, this part of moral dillemma is the centerpoint of that chapter "Freedom or prosperity?" It somewhat doesn't help that Jarilo-VI is an almost dying world It certainly will take a lot of "preserverance" just to keep on living, let alone working on rebuilding the planet - and at least, Bronya shows that Belobog can move on that direction Truly worthy of being followers of "preservation"
Your closing statements are so true. I was in a voice chat with some friends when playing through Future Market; my opinion was similar to yours, that Topaz has good intentions but flawed methods, while my friends believed Topaz to have outright bad intentions. I am of the impression that the IPC would have collected the debt in the form of planet resources and landspace to further their commerce, similar to their plan for turning Aurum Alley into a port. So Topaz intervention was probably for the best. Also, there is chance we won't hear of the debt again, since it would seem Bronya already negotiated some alternative methods of payment, judging by the Aetherium Wars event.
8:27 You can also read files in Jing Yuan's office that talks about all the board members Not mentioned in this video: Yabuli Oswaldo Schneider Diamond (Topaz's boss) Mtooyin Raj Zazzad & Yan Shiluo Louis Fleming is never mentioned as a "board member" except from the IPC themselves - he perhaps was, before he was retired
I think she's a cool character, I like her personality, and her design and VA are really nice, but the US started up their Student Loans payments again right when she was released, and unfortunately, that affects me too so I'm very much projecting my frustration at having another bill to pay onto her. She's fictional, though, so I don't really feel bad about it. Better to eye roll at a character on screen than to get mad at irl people who actually are just doing their jobs and can't change what's happening.
After I know more about higher-up of IPC I tend to believed there's one of Lord Ravager already infiltrated in IPC board member, Preservation and Destruction are on the complete opposite side of the table so we can expect to see some plot twist in the future PS. I still feel strange or conflict about Phantylia because she's one of lord Ravager but her full name is Phantylia the 'undying' , how one of the closest underling of Nanook who believe in the 'destruction of all' name herself 'undying' that contradict the path she follow and the Aeon she serve
Bruh. Imagine that one department of insight person in herta Space Station who got it right with the wrong method that the IPC have Destruction running the top. 😅
I wouldn't say that they're opposites, after all if they viewed each other as the 'opposite' they'd be going against each other but it's clear that they aren't, or at least actively doing so yet it doesn't make sense if you consider the fact that Nanook took time to attack and possibly try to kill IX yet failed. The Destruction going after The Nihility makes sense as Nihility is just hopeless, and meaningless which could prove to be a hinderance to The Destruction's goal of destroying the universe. I think that Qlipoth's opposite would make much more sense against the Finality. We don't know WHAT Qlipoth is protecting against to the point he had to make a wall. The universe will continue on with, or without the preservation, even The Destruction knows that as they only plan to destroy the current universe to let it be born again.
I’m glad I’m not the only one who noticed that the business woman doing her best gets more flak than literal psychopaths. Funnily enough though, players who pulled for Topaz also generally wanted her for “other reasons” so either way I think the HSR players generally need to go outside. :P
Ikr? People seem to be fine with Kafka commiting war crimes but then they hate Topaz for doing her job while trying to save the planet at the same time 😂
What bugs me about the IPC is that they gave Belobog the tech they needed to fight, but didn't even give instructions on how to use it. How is that a fair trade?
That's because the contract was solely about funds. They didn't actually give Belobog any tech, belobog just made their own tech based off the IPCs. It going unused wasn't necessarily the IPC's fault, but more the fault of whatever individuals were in charge at the time(on both IPC and Belobog's sides)
@@darknessknows1235 I had to fact check this and you're right. Who builds an automaton factory and not know how it works? But at the same time who gives people blueprints to build-a-bot tech but not instructions how to operate the robots?
@@lloydalvarez2819 I'm guessing the contract got signed but then further support couldn't happen because Belobog lost contact due to the stellaron. Either that, or the instruction on how to use it got lost when the freeze happen be it via losing document or losing the people who knows how to use it
I like the IPC. As an organization, it is unbelievably huge and powerful, and as with everything made by people, has its morals and goals marred by personal interests and ambitions. Thats just how things are, folks. If you want a game with organizations that are always good, filled with characters who always do the right thing, out of the goodness of their hearts, then you should go back to playing Pokemon and Super Mario...
The Problem is that the IPC are just evil and not above using slimy tactics to get what they want. If you read through SU curios, there's one involving a Planet the IPC wanted to add to there credit system but rejecred the offer and said they are doing just fine. Than the IPC destroyed their gold backed currency. You can imagine the pain and chaos that created.
7:24 According to Fuli's file in Simulated Universe, Fleming is confirmed to have been retired, at least So the part of Fleming that says "he's still an active member" is definitely a lie
as a business major, the ipc are def my most interesting organisation in hsr, i hope we encounter them even more often!! i also got topaz on her rerun and i'm so happy with her
Honestly when Himeko came in and said about how the recovery rate of planets the IPC moves in on was only a little over 50% that ws probably the most positively I'd felt towards the IPC the entire story thread because pessimistically I was assuming it'd be more around 10% or lower. There's a lot of planets out there and we don't know how many they've worked with let alone in those conditions but it seemed implied to be a considerable number, I just figured they wouldn't follow through that often. It's still not a good deal, it was just a better success rate than I'd expected.
I felt very weird about Topaz and the whole quest. Because the tactic Topaz applies to get Bronya to sign the contract is an actual historical tactic used by colonisers in the East Indies. And with Topaz, I felt like they were trying to say: "oh it's alright for her to do that because of ther past.". But, that's not how it works. It's a horrible and inhumane tactic. And of course, she later was like, ok let's forget about Belobog, but that felt kinda dumb. Because the reason she stated to now suddenly not want to invade Belobog, is something that she could've clearly seen from the beginning. So either she's dumb, or she's just plain lying. And for the people saying, oh but there's other characters that are actually evil. Okay but at least they're not trying to sugarcoat their actions like with Topaz.
i think that topaz genuinely believes that without the ipc the planet is doomed since before the reveal of the giant robot at the end bronya does not have a long term plan for the survival of her people. and her past is not to excuse her action but to explain why she thinks making Jarilo-VI join the ipc is the only way to ensure their survival. and at the end she lets go of belobog because bronya gave her a plan that can actually work in the long run and im not saying its right for her to lie and manipulate them its just that topaz is a person who genuinely wants the best for bronya and her people and her past makes her think that making them join the ipc is the only way to do that
Exactly. They were honest about Kafka and let us be rude to her or completely skip her Quest to get the rewards and even then her reactions to us rejecting her tell us more about her character that made me love her. We dont have that with Topaz. Trailer Blazer cannot be as rude to Topaz as we can be with Kafka.
Honestly, you're better off watching Unreal Dreamer's stream of the mission. Not honest doesn't equate to horrible and inhumane, just because you don't agree. It's a part of business and not something only "dishonest" companies like the IPC would do. First off, Topaz straight up has no knowledge to see that Belobog can believably A, pay off their debt, and B, survive by themselves. Second, they already became on the IPC's target list, and Topaz at least was going to make sure they get the best help possible(note they have to pay off their debt one way or another)
@@darknessknows1235 Well, I'm not saying Topaz is horrible and inhumane. I just used those words to describe the tactic she used. And no, that's not just a business tactic. I'm talking about giving two options: Either you sign the contract and we'll 'help' you, but you have to give us workers. Or don't sign the contract and face forceful occupation. That's not just a business tactic, that is a colonial tactic.
12:07 Got the feeling that Arita and his group are the only genuinely good guys in the IPC, and naturally they're objects of mockery Side note: people with Japanese names tend to get the short straw in this game
It would be nice to see actual helpful IPC, like them fighting against Antimatter Legion or saving their allied planets. Could give us a peak at their actual power, and show that the IPC isn’t always the enemy. With how we’ve seen them so far, we’ll…
They did profit though??? Like, either choice the IPC wins. They get a new planet for possible resource, and extraction, or they get a new allied planet that's gonna need aid on extraction, and resource gathering.
Worse. They're your Omer Science and Arquebus type of corpo, not just any AC corpos. Who's to say that, like those other corporations, they don't have any hidden sinister agenda as well?
The issue with Topaz is incompetence. From the start she had decided for the matter to be resolved peacefully, yet failed to even mention to lower ranked IPC workers not to distrupt the lives of the locals during asset evaluation, which is a terrible way to show commitment towards a peace deal with Belabog/Jarilo-VI. She also failed to mention the EXTREMELY IMPORTANT detail that is the successrate of the geological reconstruction process, which if not for her personality could only be attributed to malice, as she would have it all: an entire (dying) planet for resource extraction, the entirety of said planet's population under employment of the IPC and also blocking that same population from resisting employment by not even having a home (planet) to live and/or operate on plus the entirety of the unused robot force that went unused and would still hold significant value (but not the same due to inflation and apparently minor technological progress). This is just what she should know she would get, as dhe would also eventually find out about the Engine of Creation.
@@shutup1037I mean, most people would as well, specially if you have an 80% success rate, for you that's basically guaranteed, for people seeing it from the outside it isn't though.

The IPC probably won't even think of "settling the debt" were it not for Topaz seeing it (i.e the communication to Jarilo-VI being restored) as an opportunity to help the planet by appealing to the company as an opportunity for "strategic acquisition"
Yes, she did mention "acquisition" as the plan approved by the top brass - settling debt was just an excuse, the contract even mentions annulling the debt if the people there accepts being "bought" as IPC workers
Though I'd also like to point out that Himeko specifically says that Jarilo-VI is lucky Topaz is the one handling the case, as no one in her department is as well-intentioned as her - if it were one of those other people, the planet's people would've been screwed for real
Topaz was really well writing character. You really feel how what her done but also we can still look she really care about everyone too. I happy hoyo make another good honkai writing again not some one dimensional character again. Another story who make us mature every buddy.l good job hoyo 😆👍

Yes, this part of moral dillemma is the centerpoint of that chapter
"Freedom or prosperity?"
It somewhat doesn't help that Jarilo-VI is an almost dying world
It certainly will take a lot of "preserverance" just to keep on living, let alone working on rebuilding the planet - and at least, Bronya shows that Belobog can move on that direction
Truly worthy of being followers of "preservation"

You can also read files in Jing Yuan's office that talks about all the board members
Not mentioned in this video:
Yabuli
Oswaldo Schneider
Diamond (Topaz's boss)
Mtooyin Raj Zazzad & Yan Shiluo
Louis Fleming is never mentioned as a "board member" except from the IPC themselves - he perhaps was, before he was retired
They have been mentioned
I think she's a cool character, I like her personality, and her design and VA are really nice, but the US started up their Student Loans payments again right when she was released, and unfortunately, that affects me too so I'm very much projecting my frustration at having another bill to pay onto her.
She's fictional, though, so I don't really feel bad about it. Better to eye roll at a character on screen than to get mad at irl people who actually are just doing their jobs and can't change what's happening.
After I know more about higher-up of IPC I tend to believed there's one of Lord Ravager already infiltrated in IPC board member, Preservation and Destruction are on the complete opposite side of the table so we can expect to see some plot twist in the future
PS. I still feel strange or conflict about Phantylia because she's one of lord Ravager but her full name is Phantylia the 'undying' , how one of the closest underling of Nanook who believe in the 'destruction of all' name herself 'undying' that contradict the path she follow and the Aeon she serve
They already got Tingyun, so it wouldn't be a shocker if they did
Bruh. Imagine that one department of insight person in herta Space Station who got it right with the wrong method that the IPC have Destruction running the top. 😅
She's only called "the Undying" bc she also took on the power of Abundance
I pulled because Topass, I'm happy because Numby.
I pulled to get Guinaifen, but failed to get her, so I build my pity for the next 5* I want
I dislike topaz because she was a bitch to bronya, and bronya is my girl
I pull for her because of her personality and story involve, I hate her bottom design for real
Either that, or the instruction on how to use it got lost when the freeze happen be it via losing document or losing the people who knows how to use it
I have to say: This is an amazing video. You makes such clear and concise summeries of the lore. Love it. The IPC is also a very intriguing faction.
Bruh shut the fck up yall the same people who get mad at folks for hating factions that are meant to be hated. Shut up

According to Fuli's file in Simulated Universe, Fleming is confirmed to have been retired, at least
So the part of Fleming that says "he's still an active member" is definitely a lie
Fleming may be retired, but he's still one of the main shareholders in the IPC. He may not be active any more, but he has great power over them.
8:55
I get it now!
Board of Directors are Executive Officers while Department Heads are Operative Officers
Thank you. After hearing you explanation it always becomes a different game
as a business major, the ipc are def my most interesting organisation in hsr, i hope we encounter them even more often!! i also got topaz on her rerun and i'm so happy with her
I´m just waiting for the moment we use the giant mecha to pierce the sky with our drill.
Again, happy to see HomuLabs continue with videos for Star Rail as well.
Well
As a non star rail player this was rather helpful
Topaz may be part of the spatial equivalent of one of the most hated institutes in any state, but she is best girl material.
Topaz still smiled when she fought us and seemed happy to want to kill us. So I will forever have her in the “Do not trust” field.
wake up new homu labs video
Honestly when Himeko came in and said about how the recovery rate of planets the IPC moves in on was only a little over 50% that ws probably the most positively I'd felt towards the IPC the entire story thread because pessimistically I was assuming it'd be more around 10% or lower. There's a lot of planets out there and we don't know how many they've worked with let alone in those conditions but it seemed implied to be a considerable number, I just figured they wouldn't follow through that often. It's still not a good deal, it was just a better success rate than I'd expected.
Im with Boothill fuck the IPC
hell yeah brother
I don't mind it if anyone likes her btw. Before people get mad lol. And yes she's hot.
i think that topaz genuinely believes that without the ipc the planet is doomed since before the reveal of the giant robot at the end bronya does not have a long term plan for the survival of her people.
and her past is not to excuse her action but to explain why she thinks making Jarilo-VI join the ipc is the only way to ensure their survival.
and at the end she lets go of belobog because bronya gave her a plan that can actually work in the long run
and im not saying its right for her to lie and manipulate them its just that topaz is a person who genuinely wants the best for bronya and her people and her past makes her think that making them join the ipc is the only way to do that
I'm talking about giving two options:
Either you sign the contract and we'll 'help' you, but you have to give us workers.
Or don't sign the contract and face forceful occupation.
That's not just a business tactic, that is a colonial tactic.
I like how Homu just gave up with pronouncing Topaz's name and just resorts to calling her Potato
Very nice IPC Business Classes! 🥰
Thanks Homu for your presentation! 😁👍

Got the feeling that Arita and his group are the only genuinely good guys in the IPC, and naturally they're objects of mockery
Side note: people with Japanese names tend to get the short straw in this game
Probably due to historical reasons, I guess, something related to Imperial Japan and every war crime it did against China in the past.
Your videos are always so good
would love a kind of follow up to this with 2.0
The fact that this is the 2nd time these bastards tried to profit from the world we saved makes them THE villain of this game for me
It would be nice to see actual helpful IPC, like them fighting against Antimatter Legion or saving their allied planets.
Do we encounter the ipc in the latest honkai impact event?
"other" stuff🧐
So IPC just like any type of Coporation in Armored Core series ...
America
America
Worse. They're your Omer Science and Arquebus type of corpo, not just any AC corpos. Who's to say that, like those other corporations, they don't have any hidden sinister agenda as well?
❤❤❤
Just business
Hey there is a honkai person in genshin will you make a video about that
The issue with Topaz is incompetence.
Because she believe if it lead by her it's guarantee success
@@shutup1037I mean, most people would as well, specially if you have an 80% success rate, for you that's basically guaranteed, for people seeing it from the outside it isn't though.
sus that the ipc ignores honkai like blud doesn’t even care about honkai even though it’s throughout the universe and like they’re denying it
why do you use "they" for numby?
it's what all the characters in game use for them, same with the Aeons and Pom-Pom, they dont have genders
Yeah, should use "it" instead.
/s
i hâte topaz
About to arrive late at work because Homu just dropped a video 🥲
Wait!. No... Watch it later! Please go to work on time! :))
