I was previously a volunteer at AAWL, the dog and cat shelter right next to the parking lot and propane business. They sent out a newsletter just yesterday confirming that everyone there, humans and animals, is okay!
With tanks it's primarily exposure, and life protection. In this situation you really just have to let it burn itself out. You set up a frozen zone where no one can go, and it's usually pretty large something on the order of half to three quarters of a mile. This is because the tanks that don't explode will vent instead, and they have enough force to launch the tank a little over a half mile. The only thing you can do to try to stop the spread of the fire is apply tons and tons of water. Foam is pretty well useless on these types of fires as the foam is meant to stick to the surface of solid burning objects to prolong cooling before evaporation, but you can't stick down to a gas. You need to cool unexploded tanks down to try and prevent rupture. Even this isn't a guarantee hence the large frozen/evacuation zone. These are really tricky fires right up there with gasoline, and oil storage tank fires.
It’s rather well documented now that pressurized vessels in high temp areas require a sprinkler system or at least shading to avoid venting and possible ignition…
Those aren’t main lines those are pressure relief valves releasing pressure until no pressure is in the tank that’s when the metal heats up weakens and explodes. Much more to it
How they ever get zoning approval is beyond me something like a propane storage area or factory facility should literally be out in the middle of nowhere or at the very least a two-mile perimeter all around the propane facility. Because when those tanks explode the percussion alone can literally be like a bomb going off not to mention the immense fire that almost always follows the explosion. That can send propane tanks flying in the air like missile projectiles only to cause more fires and more explosions in the surrounding area. Definitely should not be allowed to build a residential or even commercial Development next to it.

You are incorrect. When a tank "explodes" its actually called a bleve, boiling liquid expanding vapor explosion, nothing to do with weakened metal.
