Dude I have the same specs literally but I get well above 60 fps in 800x600 res even +100fps you just need to optimize your system I use atlas os which have the best performance in Windows 10 + TrottleStop + atlas gameutil + my system always is defragmented (I do it once per week) hope I have helped you

Bruh, GTA IV is literally famous for being the least optimized game in GTA franchise. Even in high end PC, you won't get expected frame rate. Thanks to GTA V optimization, I get better fps here compared to GTA IV in my potato pc.

I have used many custom operating systems including atlas os but first version of windows, threshold 1 (windows 10 1507) gave me best performance
