I think it's a Texan way of saying: "we shut down when an EAN is issued by the White House, but we'll still carry Hurricane, Flash Flood and Tornado warnings from the National Weather Service for this Operational Area". That's my guess

The Lost Media Wiki major EBS update will go live around 11PM PT under my old AKA2000 alias, featuring newly uploaded tests and fixed broken links. I've also recently spotted WKBS 48's later EBS slide from MrEdge80s' upload "THE EDGE OF NIGHT ABC airdate Sept 29, 1981".
