I seem to remember that some communities stamp the hydrants and or the concrete curb with a direction and a number to show where to find the street valve. If it's stamped with an arrow and number 12 you would find the valve 12 feet away in the direction of the arrow. I think Oakland and Alameda does this.
That's a great observation! I think that's something we should look into. Yes I do paint the caps just because it makes it easier to find them. But that is a great idea.
