Back in the day, if a man was abusive to his wife, other men in the community would go give him a taste of his own medicine. This was true in the Afrikaner communities and as far as I understand in others as well. Today that solution is a crime in itself. With the lack of effective policing, what's to be done? I see all these campaign ads at the airport and brands like SPAR getting onboard, but it just seems shallow to me - it's not like an abusive guy is going to take a look at that ad and think "I was going to beat my wife when I got home, now I'm going to make dinner instead". The guy doesn't care about the law, why does he care about your ad? If you completely unshackled communities to handle these cases themselves, there'd be escalation and retribution. Don't want to be negative but what are tangible things that can be done about this?
