I'm afraid that wind noise meant that the sound was not good enough to use so I muted that part. You may be able to find the sound of the C27 whistle on some of the other footage around Rangkasbitung station.
No, it's video shot around 1982 just before the end of mainline steam. There were steam passenger trains at Madiun (Ponorogo branch), Chibatu (Garut branch) and Rangkasbitung (Labuhan branch and Merak line - trains for the ferry to Sumatra) - and some steam on freight, PW and inspection trains.

I will say, Indonesia certainly had the greatest and most varied rail network of Southeast Asia. Thai/Malay were close seconds.
