You gotta get close to him before he brings the beam back down, there's a blindspot in the attack just in front of his head where you're completely safe and can queue up your biggest attack.
My charms are really bad and my sets are all super sub-optimal since I like playing with focus and quick sheathe rather than offensive guard. Royal order sword is really easy for me to make sets for since it has the defense bump, 10% crit, and enough purple not to have to sharpen much.
