Yep, taking a tile means you have the point boost forever. There's like a small barrel thing in the middle of the tile that disappears. That's also why taking those two tiles on the way to the ork base didn't increase your points cap. It's like a one time deal, first come first served.
i assume the autoresolve is a bit more involved than a straight ELO score type comparison of Army points. Probably takes into account composition and Armor Piercing values.
