It's not illegal to own a counterfeit dollar at all, it becomes a legal issue when you attempt to use it as Currency. Taking it as a collector item from some time and place with some historic value is just fine, source *Bank teller*
Especially one blank on one side and signed that wouldn't fool anyone.
The fact of the matter is, if I had a closer look at it, it looks to be a joke dollar regardless, not even a counterfit.

I think since its signed like that, a reasonable person would know that its not real money. Im sure a judge would see it the same way.
That's not the point though. By the letter of the law, it's illegal to own. And when you run a business, there are technicalities you simply don't want to deal with.
Will most people know that it's a joke? Sure. Does it make it any less illegal? Not really. And that's the weird compunctions with the law. The statute on counterfeit money doesn't include a clause about "obvious joke money." So if it's counterfeit, it's illegal, full stop.

Turn that alleged counterfeit bill made into a novelty keepsake items by gov't agents in charge of such matters, complete with the signatures on it, and it is a collectable same as any misprint. If it wasn't illegal for the agents to have (and create) this, it's NOT illegal, it's an historical item.
I am a WW2 buff and the Battle Plans for the Invasion of Iwo Jima are awesome.
Owning that counterfeit bill is like a drug dealer sittin on a couple ounces of dope, in that it's only illegal if you open your mouth and tell people you have it then get snitched on (it's only illegal if you get caught)
