I'd say it's most likely due to the game being rushed,I believe the game might've been intended to be released in late 2019,for the holidays but was pushed to January 2020 ,it's probably why half the android saga and most of the Buu saga don't feel as complete in this game. Videl figured out Gohan's identity so quickly in the Buu saga,kinda wished they extended the saiyaman arc a little more.
Since the ps4 and ps5 are the only systems to have speakers in their controllers, the xbox, switch, and pc versions just play characters calling you as normal game audio. But maybe that feature is retained on pc and I just haven't seen it? I know steam is compatible with playstation controllers, but I don't own one.
I remember in 2019 when all the info of this game was coming out, I was actually super disappointed as it was revealed that the whole of DBZ would be covered instead of just the saiyan and Freeza sagas. I just had this feeling that exactly what ended up happening would happen, and now after beating freeza the game just becomes boring to me because there's so much less eye candy as the budget quickly runs out.
The lack of production here and there for Kakarot really put a bad taste in my mouth. I of course know how expensive it'd be to fully animate every single moment of the game in that glorious CG they use, but the fact that the game will go from lazy Synopsis Narration to blitz through several moments, to having static canned animations for every character as basically pretty action figures, to fantastically animated visuals, cinematography and fight choreography that put any of the Dragon Ball anime or movies to shame is frustrating. If this is meant to be THE Dragon Ball Z game, you want to be able to feel each moment the way you remember them, or how you always visualized them through the manga, to blow your mind. And when they do it, they ABSOLUTELY NAIL IT. And when they fumble it, they really fumble through it. Going through the entirety of the saga with low budget animations only to pour their hearts and soul into it in the final stretch doesn't always make it worth it, sadly. Because after wards we're going back to two characters floating in the sky, rotating on their axis to talk to each other. Even in the Saiyan Saga; Piccolo not crying during his goodbye to Gohan kinda took me out of it since it really adds so much more to the moment. Even Budokai 1 got that right. And the Legacy of Goku games have the luxury of being on the Game Boy Advance over 20 years ago, and being so brief in consistent execution that it doesn't bother me as much. But Kakarot is, in execution, the same sometimes as the Budokai Tenkaichi games just more dragged out and uninteresting to watch for long periods of time.

Another mistake was after Kid Buu is defeated, all the cast appear on the lookout but little kid Dende is there i stead of his adult form.
As much as I love this arc (especially everything before Imperfect Cell absorbs 17) narratively I think this is the worst arc. A boy from the apocalyptic future comes to warn you that two Cyborgs are coming to ravage the world in 3 years, and no one takes it seriously. Goku has an excuse as that’s in character for him since they haven’t done anything wrong yet. But everyone else has no excuse. 3 years later, and Goku knowing he’s gonna get a heart virus decides to fight and almost get himself killed, and Piccolo who is as strong as Goku atp does nothing. These mistakes aren’t nearly as egregious as everything after Cell becomes Semi-Perfect. 18, despite seeing what Cell did to 17 still decides not to run away when 16 told her multiple times to leave him, Vegeta not defeating Cell when he had the chance, Trunks not going all out to beat Cell because he didn’t want to wound Vegeta’s pride, Krillin not using the remote, because he was a little aroused, Goku not using the ROSAT for the rest of their year, and for some reason not telling Gohan his plan, Goku giving Cell a Senzu (though this isn't nearly as bad as people like to make it out to be), and Gohan not killing Cell. A lot of mistakes were made in the Buu Saga as well, but at least they immediately took the threat of Majin Buu seriously. Again, I really like this arc, and it has its peak moments, like Future Trunks’ introduction, Vegeta becoming a Super Saiyan, the conclusion of Piccolo’s arc, the introduction of Cell, the inklings of Goku’s philosophy of letting the next generation come into play with Gohan essentially beating the past generation in the form of Cell, the introduction of the SSJ Grades (minus Grade 3), and Goku’s sacrifice,but it definitely isn't the peak of Z. I personally think Namek was the Peak of Z.
They literally had Gohan Gotenks and Vegeta Screw up in serious moments in the Buu Arc and Buu barely had a personality not saying Cell Arc is the best but its Flaws are not as Annoying as Buu's Story Telling but i can see why some of its flaws bother you and yeah most consider Namek the best Saga

The Boo arc has a lot of great ideas but poor execution and both stories suffer from a lot character switching; in the Android arc, it’s the antagonist that constantly switches whilst it’s the protagonist in Boo. Overall tho, I think Boo himself (Majin, Super, and Pure) is such a better villain than any of the Androids to the point that I tend to enjoy the Boo arc slightly more.

This Saga was Perfect. Hot Take, but I don't think the series ever came close to being as good as cell saga.

The Cell Arc is heavily gassed up by db community. This arc has a lot of problem in its story, so it’s overrated
It has problems but not as much as the Buu Arc plus Frieza Saga is actually Pretty Overatted by Hard Core Fans
