They are right tho, it's the same in vanilla. Designers get based on hulls, so Cruiser and Destroyer hulls count as screens, heavy hulls (BB, SHBB and BC) count as Capital ships.
Ofc Heavy cruisers fire from the second battleline in a naval battle and are called capital ships, but they aren't in the designer.

@@sheikranl3949 You are wrong. In vanilla, designers are based on the armament type installed in the primary armament slot. Either a light armament/torpedo which is for DD's, CL's & subs or heavy armament/plane which is CA's, BC's, BB's, SHBB's & CV's.
Heavy Cruisers specifically do get the bonuses from designers but aren't mentioned as a seperate entity like carriers when it comes to it's designers.
Unless of course they recently changed this after my PC died last week.
