Not exactly its that after the short the Quick fix blew a fuse and could no longer Uber. Only Overheal If I recall when the Medigun fist came out it could Uber but only the patient would be come ubered just like in the short. But they saw how broken it was so they immediately nerfed it and gave a proper in-game explanation for it.
Yeah and also he doesn't have any math donenon the subject. We don't even know if he was aware that he could be ubered at the same time. And also he had to rush the charge and not that I know the math but it is possibly faster to get full uber on pocket with modified quickfix rather than normal medigun
