One problem is the legal system - if you punch a hole you make yourself liable for any subsequent damage. There is a similar problem with litter - if you ignore a bit of rubbish in the road that's fine, but if you pick it up it becomes your problem.
Just for clarity (someone commented, but I can't make a reply to that for some reason) it becomes your problem in the sense that you then make yourself responsible for disposing of it correctly, or risk a fine if you don't.
