Good day! I would be happy if I were able to get this full scholarship to K-Arts. However, I have no idea about how to get recommendation letter from government agencies.. and it's needed to have 3 recommendation letters. I've registered myself for Korean courses starting from April, for 3 courses and will be able to get 3 certificates. I'm not really sure if letter of recommendation from this institution will be useful, the institution is Noonbit Academy, not based on Korea. Would you be so kind to enlighten me as of how to obtain 3 letters of recommendation? I would appreciate it a lot. Thank you in advance!
If you can't get it from government agencies get it from your past school principal or vice principal or your boss or vice boss if you are already working. You can't kill yourself if you can't get it from those agencies. Focus on other aspects like getting a higher topik level like 5 or 6 and also focus on getting a very good portfolio. Note I can only give you some ideas I don't really have that time to mentor anyone in details as to what to do and guide anyone because of my busy work schedule. But you should start first by reading the scholarship application guidelines more and more to really understand it well. You can't succeed in any scholarship if you don't understand the process well. Plus don't give up on your application, some people do try 2 or more times and succeed. If you are really determined you will make it.

Is there any way to put registration certificate or letter given by professor of king Sejong institute of my country? Requirement of my major in Ama is Topik 3.

On the contrary you can do the hard work of researching on Google from one university to another and from organization to organization.
They said that in order to apply you must have a topik scores/level,the test helds is only just a another proof of korean language. Please tell to me that its not true cause i dont have topik yet,but i can read, understand,and communicate in korean😢😢
You need topik and that test is to proof your comprehension of the language. Topik is a must sorry. This is a scholarship that you start preparing for months and years by getting your topik level ready. You don't just decide to apply without getting the necessary requirements ready.

You are free to email or call the school to ask these questions. I said so in the video. Even the frequently asked questions documents says Korean topik is above any other test, so there's no point talking about a test here. Unfortunately you need to look for a way to take the topik exams for this particular scholarship.
But if I were you,I'll register for topik if it's still possible, take the test in April. Upload any Korean test you have online during application and also upload proof that you have registered for topik. Maybe they might ask you to submit late topik results and also make sure you pass the Korean exams that will be organized by the university in Korea.

Many universities have it. A simple google of universities in Korea and then go through their programs one by one will do the trick for you.
