U have to stand still to start reloading like with crossbows. Once u start u can start moving again.

Melee troops are a cavalry counter.You recruit them to protect your rifles from charges. If the enemy HAS no cavaly, you send them on a wide flank t distract or charge in from the side. However, neither are super useful for smaller group engagements like what you are involved in.
Addendum - grenadiers are an excellent middle ground since most CAN melee, and you can have them break an infantry charge fairly well.

hey if you really are hitting a money sink problem just start taking out the hideouts yeah it's kinda counter intuitive for the lack of bandits problem but it fixes you money problems, also i'd say on a separate save or what ever check Africa to see if they still have a bunch of steep/desert raiders because out of all the bandits they give the most because they also give horses to possibly loot and sell just saying because i know the Europe map for eagle rising mod has more bandits there then the rest of the map or at least so it seems on all the other Europe maps mods as well can't say for this one since your pretty much the only one i've seen playing it besides a spotlight one off episode/stream form a few others.
