In situations where your business is more like self-employment and very tied to your physical presence, it definitely means having to grow some kinds of "roots", having to be present to build business networks and local market understating. But in general business isn't like that in our connected world. If you're not alone running the business, local continuous presence of the entrepreneur is often not needed. Also the local market the business targets could be the whole EU. But many service businesses are clearly much more local. We all have seen ethic restaurants etc., which of course mostly don't target bigger areas than their neighborhoods or some local language/cultural niche market. Being very local can be a good choice and natural for some businesses. The traditional way to leave a business is to sell it or to hire upper management to take care of it on behalf of the business owner. With start-up businesses that is most likely not very practical since those are often very tied to the skills of the entrepreneur and need very close attention. There are companies helping to sell small businesses. This often happens in smaller businesses when the entrepreneurs want to retire or move elsewhere and the business is tied to some location like restaurants, hotels etc. are.
I would prefer not to use the term "business visa" as a synonym for a residence permit for entrepreneurs. These is the risk of unnecessary confusion with different permits, their use and the permit system in general. In these Residence Permit for start-up entrepreneur situations a combination of a residence permit and a D visa can become useful. D visa is useful in situations where waiting for the residence permit card delivery would create additional harmful delay. In practice this means on average 1 to 2 weeks earlier move to Finland.
