The issue is that when such a transaction that is spendable by anyone is broadcast to the network, anyone can see it in the mempool and craft it for themselves maybe paying higher fees to have a better chance of sniping it. A miner with alot of hashpower is in the best position to snipe it because they simply include their version of the tx and no one elses in their block. if they mine the block first, they win the reward. Thats what he was talking about with the situation for miners to briefly cooperate so that whoever mines block agrees to share it with the other miners.
