On Hit & Spell Penetration
* 4% Hit is the minimum. 6% helps you vs Blood Elves, Dwarves, and Gnomes. 8% helps you vs Rogues and Ret Paladins. "Excess hit" beyond hit cap of your current target will help in the form of additional spell penetration (about 5 points per extra 1% hit). If you're playing with a Shadow Priest, most players think you only need to play with around 3-5% Hit. These days you see mages running around 4-7% Hit depending on the comp and streamer.
* 120-140 spell penetration is needed depending on what you're facing. Most people accept 122-130 as a reasonable baseline, but certain class combinations might make you re-gem a slot up to 135.
