In the video, the meter selector is on plate current, that's why it's not moving in reception, as this setting is used for transmission. If selecting ALC on the meter it should move on reception and indicate as a S-meter. Lamp on the meter is off, the bulb probably needs to be replaced or perhaps is a bit loose.
S'meter seems to be dead.. don't move... no lapm shinning too.. Don't you know that 7.2 to 7.4 is for broadcast in Europe?? What's in transmit position ??
