my persistent rotation is doing this to me too. I’ll spin stabilize something, time warp, and when i’m done it’s spinning way faster. It happens every time you time warp too so if i time warp 3-4 times it will be spinning faster than spin launches facility
It sort of looks like you’re encountering the bug where the ground fades away in the upper atmosphere. Entering and exiting the map view fixes that for the remainder of the flight!

The game "rounds up" the mass of certain parts, which leads to mechjeb calculating your delta V differently from how the game's physics calculates burns. Using very small procedural solar panels is the most common culprit. I'm pretty sure that's why the lunar impactor failed: you don't usually use solar panels on those.

ESA is not yet capable of any manned flight. nor does ESA have any sort of space plane/space shuttle in development, and their rocket plane program seems to have petered out far faster than the major powers.
