Impala 64 only comes when you have the South Central DLC or the Complete Edition version In case you have the normal Midnight Club Los Angeles you will have to buy the South Central DLC however the game servers were closed in June 2014 and installing the DLC's is now impossible as they cannot be downloaded On the other hand if you have the Midnight Club Los Angeles Complete Edition (I have this version) all the cars from the South Central DLC (including the South Central map and its missions) are already installed in the game, among them is the Impala 64
There should be a gas station on the way to the location and while you are driving through the gas station use ur nitrous and it automatically refills. Using that second boost should spare you 2-3 seconds
