I wrote a really long comment. Then deleted it. Basically, you need to install cameras if you don’t have them already because if someone is complaining about something IN your yard at NIGHT, they are looking into parts of your life they need to stay out of. They clearly know way too much about you guys. When you’re home, when you aren’t, etc. Probably sounds conspiracy theory-like but I just don’t always see the best in a situation, I usually see worst case and best case. I think time to get ahead of the complainer and fight fire with fire. They aren’t going to stop. And you don’t deserve to live with that sick yucky feeling you probably always get when another code enforcer, animal control, or cops show up at your door. It’s harassment. Get some evidence. File a restraining order or something. I just picture them plotting their next move. It’s clearly not just about animal safety. Ok getting long again. Keep us posted!

Have you gone around and met/nicely chatted with all your neighbors to get a vibe of who doesn’t like you/your animals? Maybe take some Christmas cookies around as a “reason”?

I have been waiting so long for an in-depth update on this! My goodness ... people just really love to try and have a say in EVERY possible situation. I know it can get very frustrating. My family has a small goat farm in rural southern Missouri. It feels like everyone wants to complain about our dogs and fences (which keep the animals in perfectly well) but they also let their own pigs get out of their pen and onto our property and don't seem to care. These pigs have broken our fence multiple times, and we did all that we could to keep police/authority out of it. Eventually, we had to contact the police. The police told us to trap and keep the animals, or unalive them. They said there was nothing they could do. Unless we had video footage of their pigs actively breaking the fence, then nothing can be done. These things happen in rural communities. That we are clogging their phone lines by having to call about other people's animals. So yeah. Rural communities really are a pain in the butt when it comes to coding and laws and animal control. I hope you guys get a varience for your barn. Your horses are looking so so good. Especially in comparison to when you got them. I'm happy to know that you guys take your time to care for them. Keep on doing what you're doing. Happy vlogmas.
Do you know who it is calling? My parents had this issue with a neighbor and it turned into a harassment case. They ended up in court over it and the neighbor wasn’t allowed to call anymore.
Call me crazy, but I have a feeling from the beginning that this is targeted due to being neighbors from out of town (specially from California). Small town talks and I bet there is a neighbor or a group of them that are annoyed with that fact. I would put cameras like the other comment suggested. I would also try to hire lawyer. But best "peaceful" action is to open a petition like you've thought out to do. All the best and feel better guys!
Honestly, there has to be a point where this amount of calls from the cops is considered harassment. Right? This sounds like harassment…

I almost think maybe this cranky neighbor figured out who you were when you guys moved, realized you were coming from California, and is being all “don’t come ruin our Texas” about it.

I believe you expressed wanting a bigger property a couple of vlogmas´ ago. Is it a goal you have within a few years or are you planning on staying where you are?
I totally know what’s it’s like to be the nursing parent, especially when my child is teething and wants to nurse 10 times throughout the night 😅

I think you need to lawyer up and subpoena the calls.
