We use latex water-based paints that have no negative environmental impact with the quantity of paint flakes and rust amounting to less per year than the average household discards in the trash in a week. So yes, paint dust and flakes are discarded into the ocean rather than carried back to shore (using fuel-making C02) and put into plastic bags then placed into a landfill.
