Yall i just realized. Sans is always sleeping, so he technically is always gaining hp. HOWEVER. In the genocide route after snowdin, you never see sans sleeping. Maybe this is the reason his hp is only 1 in the fight, he stops gaining more.

Well, Sans rack'd up from 10 turns t o 28 in a serious fight, i bet Papyrus is proud in afterlife in geno route(( Especially impressive considering attack patterns he uses too

My hypothesis is that Sans has 69 HP. To be fair? A level 1 human can take that down in 3 swings looking at the damage they do to Froggits. That is STILL the weakest monster if he doesn't fight back, considering Jerry tanks hits.
Sans is a memer. Papyrus has 680 hp. Gaster has a bunch of 6s for HP. It wouldn't be strange to think Sans takes after his family and has 67 hp... But when Sans has canonically done the fortnite dance, was going to be an obstacle for speedrunners with the ice cream cutscene, and all the "befriended your mom last night" stuff, it would NOT be out of character for him to do JUUUUST enough training to reach The Funny Number
