  • PM Modi has had the guts to reform old and antiquated farm laws when previous attempts failed. But has he gone too far? Will MSP be done away with? Will APMCs go broke and will corporate house ruthlessly exploit farmers now?

I am Maharashtrian farmer's son and in Maharashtra farmers condition is getting worse day by day. I hope that due to this law something will change. The fact you told about onion price hike curbed by middleman is actually true. Even Mr. Shard Pawar wanted this reforms but now he is opposing this for his politics.

Arthia give easy loan to farmers. And he is not middle man. And Bihar is not having APMC . Have u seen any farmer from Punjab and Haryana going to Bihar for work no because they in Bihar are not getting right price. Which farmers in Punjab and Haryana are getting. And essential commodities act will increase inflation. And it is not going to benefit farmers. And in contact farming what if quality of product is not good and company deny to buy at contract price. What farmers are not to do . As they can only to to sdm. Why they can't go to court. And how small farmers are going to negotiate contact with big company which are having big laws teams to make contact. These laws are not make for betterment of farmers these are make for big corporates. And income of farmers is high because of APMC in Punjab and Haryana. And government had said After demonetization they will be no black money. Is India black money free Country? Bjp in 2014 had said 15 lacks in account . Have u got ? . Government had said India will be Covid-19 free after 21 days in March. This government cannot be trust. And farmer had not block the border. Government had broken roads. Farmers had started journey from till delhi ramleela ground. Not till border of Delhi. And it because government they are at borders.

there are few issues with the current bill
    1. contract farming -- how can the mediocre or small farmers be prevented from being exploited by the corporates ... as they have a very small holding
the example of pepsico shows only one side of the story .... there were cases ... for example ... when they refused to purchase potatoes saying the size is small and this was due to weather during that time , was not in hands of farmers
    2. if pm says msp is there .... why can't he assure this by making a law rather than mere saying
    3. by not keeping a limit on storage for corporates ..... this will make corporates control the market price

Ans to your points....everything come to one place for me...FPO - farmer produce organisations (a kind of coorporation of farmers) ..a small farmer joins a fpo of 500-600 or 1000 farmers...that gives them the power to bargain.....what to grow what not to grow...whats the price...cause no other farmer in that area would be ready to accept their offer at lower rates....thats the solution.

Swaminathan Committee had recommended the Government to build around 32,000 APMC to make sure that it is available to each and every farmer. Till now around 6870 APMC are functional which is way too short hence causing distress for farmers as they don't have the means to reach APMC nor they have any mean to reach the consumers directly.
This can easily be solved by using the PPP mode in all the states. Government and Private Companies should come forward and establish Mandis so that it becomes available to all the farmers. I feel around 22,000 APMC and 10,000 Private Mandis along with Cold Storage facilities managed by Private vendors and Government together and correct pricing method mechanism should be established to give the farmers best price for their produce.
The main problem here would be that Left and INC are too much against the Corporates and Capitalism. They love Socialism a little too much. Even China, the biggest communists use Capitalism to run their country. INC and Left put blame of every single mistake of the government indirectly on corporates. They want everything to be Nationalized. If Government would have had so much funds they would have alleviated many farmers till now by investing in agriculture. 70+ years was enough time, now atleast give slight leverage to the Private Sector to invest in agriculture. Atleast give them 10 years to show results. You have given 70 years to various governments without any success, who knows 10 years of Private Sector involvement might change the face of agriculture sector. Same happened with 1991 Industry reforms brought ironically by INC only. 45 years, industries were under the government and it was all in a big mess. 1991 reforms brought a big revolution whose effect was seen only by late 1990's and early 2000's. We need to take a chance. Ofcourse I am not saying fully privatize the sector as that too can be dangerous, Government should be involved but we need to give some freedom to the Private sector to invest in the Agricultural sector.
Though I am supporting the current Agri Bills but I want Central Government to make all the amendments that they have offered to the farmers. This will help empower the farmers as well provide them with additional security, specially when they are dealing with Big Private Firms.

Well u hv a real and valid point which I must agree no denying for the most part of it,,,,china so called Communist country has failed in socialism under Mao and has shifted to capitalism that I must agree but the point is that they allow it under their own term to give you an example you can see the recent development of communist party of china with jack ma in other words government controls him as u can see jack ma is also communist party member but in India you can see major industrialists and giant business conglomerates dictating the government itself so when we talk of socialism and capitalism we should also talk about the nature of that country
Honestly speaking my opinion is that if u want to privatize any sector especially agriculture where above 70% of people depending on it initiate in step by step process with clear proper plan not with this half baked laws

    • @harshjain3122

@Chirag Sharma msp in india doesn't matter. Who even benefits from it anyway? Only 6% of farmers. Also, the govt procures way too much from Punjab as compared to other states. Hence, the protest might be about msp and the fuss around it, but it doesn't matter. Also, these laws...will only benefit farmers with sizeable land(avg land holding of an indian farmers is round 1.2 hec, that's very less to sell individually in a mandi anyway, so the whole msp and mandi reforms doesn't matter to these small poor farmers) Also, a lot of farmers who are benefited by monthly subsides don't even work. I have seen this is rajasthan, a lot of farmers take subsides, buy alcohol and food for the month, rice and wheat are from ration too so basically onka nikal jata hai mahina, I m sure a lot of ppl might have seen this too. So, this problem is way way deeper than we think and there are a lot of variables. Biggest is, indians are too much emotional when it comes to farmers and don't think logically. You go in Netherlands (2nd largest exporter of agri products) they know how to use their land. Hell, here the sector is so unorganised, everyone is producing the same thing and the govt is forced to buy it because 'emotions'. Then, there is no tech integration. There are about 450+ agri startups. And mind u, all are doing well, because agriculture in india is v v exploitable, so the existing machinery must have some sort of problems. Here, everyone is at blame. A collective problem, but the reforms put down...are ok, not the best but it's a change in right direction.

@@soloist7880 Agree with your point! Government before bringing a law for the benefit of people should talk with all the stakeholders. This autocratic way of doing things won't work in a country like India.
Government in this case should have atleast consulted Farmers, Unions and all State CMs. They didn't consult any of them and brought a law which despite being good is being opposed. I hope this incident proves to be a realization point for BJP that you can't pass bills at will just because you are in majority. I support the bills but it would have been better had they consulted the farmers and State CMs atleast before bringing out reforms. Also, though I don't like Left parties but the way this bill was passed in Rajya Sabha wasn't correct by BJP and they should have consulted the opposition as well. I hope Modi Government learns from this and keeps this in mind the next time they thing about bringing big reforms in any sector.

I appreciate this channel but its omitting a few points of concern so ill list them below. Please dont delete this comment bisbo, lets have a free discussion.
For better understanding let’s peak into the bills and their major points of contentions.
    1. The Farmers (Empowerment & Protection) Agreement of Price Assurance and Farm Services Bill: It draws a framework for contract farming agreement between farmers and buyer before sowing of a crop and for dispute settlement prescribes three level mechanisms - the conciliation board, sub-divisional magistrate and appellate authority. However, the points of contention are:
    a) Under this law it’s not mandatory for a company to make a written contract with the farmer for any contract farming. So, even if the company violates the terms of the contract, the farmer cannot prove it.
    b) It does not have any provision to penalize companies which do not register their contracts. For eg: Last year, Potato farmers from Gujarat witnessed a big issue where Pepsico attempted to penalize potato farmers for growing the same seed varieties. The farmer organizations finally had to knock on the doors of the court and agitate to get justice.
    c) Bill does not prescribe or specify that contract price of the crop should be at least equivalent or above the MSP. It means the contractor/companies can pay whatever price they want to the farmer. India’s experience of the contract farming has been poor with farmers getting very low rates through contract farming as compared to selling it in government mandis on MSPs (Minimum Support Price).
    2. The Essential Commodities Act (Amendment) Bill: It empowers the Central government to regulate food items in extraordinary circumstances or impose stock limits if there is a steep price rise. However, the points of contention are:
    a) Till now only farmers, farmer cooperatives and Farmer Producer Organisations didn’t have any limit or restriction for stocking, producing or selling their crop. As a result, they take conscious decision of selling their crops only when the market or the buyer is offering good price for the crop. So, under this bill the farmers are not getting any new freedom. On the contrary the government is now removing all the foodstuffs from this category allowing companies and traders to store as much quantity of food as they want which amounts to promoting hoarding.
    b) Through this Amendment the government is giving up its power to prevent hoarding and controlling price inflation. According to the law, government can intervene only if there is 50% price rise over previous year’s price in case of non-perishable goods and 100% price rise over previous year’s perishable goods.
    3. Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill: It allows intra-state and inter-state trade of farmers produce beyond the physical premises of Agricultural Produce and Livestock Market Committee (APMC) markets. State will be now prohibited from levying any market fees or cess outside APMC areas.
    a) The government says that now the farmers will have freedom to sell to anyone. Under the bill, the agri-business companies, corporate and traders will be allowed to open their own markets to purchase from farmers. However, the biggest fear coming from this is that it will destroy the level playing field between the APMC markets and other traders. Under the bill, the trade outside the APMC Mandis is virtually unregulated.
    b) Farmers were demanding that in case the government is allowing, new set of farm markets to come up; the state and local government should be given power to oversee their functioning and also regulate them. However, the demand has been ignored.
    c) Presently if the farmers feel the traders/corporate/agents working inside the APMC Mandis are involved in any unfair practices, they could complaint to the APMC Officers located in the yard itself. However, with the new Bill, in case of any disputes, farmers would be required to go to a sub-divisional magistrate court - which is beyond the capacity of small farmers to pursue given their financial constraints.

Hi, thanks for taking time to write all this. Firstly a lot of the issues raised are operational in nature; eg, no written contract necessary. Now if written then farmer will say he cannot read and write and taken for a ride.
If Pepsico or anyone tries to penalise farmers one season they will see other farmers dropping out next season and harm their own business. 98% of Pepsico's farmers continue their association. Surely this is an indication.
APMC fee is a scam which is deducted from farmers. In video we have said despite 100+ licenses given to pvt APMC is still 5 times larger.
MSP and free market forces will decide what is grown.
Also your claim that contract farming has exploited farmers is incorrect. ITC's e-chauopals have empowered them instead
The protests are simply a fear of what might happen. It's like jailing someone before a crime is committed.

Although I'm not a big fan of the bjp government. I actually am finding more reasons to support these bills than to be against it. MSP is only available for essential commodities which would encourage the farmers to grow only that which is long term can be bad for the environment. MSP also leads to wastage of food resources. Ensuring msp for all is nearly an impossible task. Currently only 6% of indian farmers get MSP. These farm bills will provide an opportunity for those farmers who dont have access to MSP to sell the crop that they like to grow to any private buyer.

@snap_potion I am extremely sorry for the late reply. I just saw your reply notification. I can enumerate different personalities, both economists and agricultural experts, who are in favour and support of these new farm laws. Arvind Panagariya, who is a famous Indian-American economist and a professor of economics at Columbia University, openly supported the new farm laws. Surjit Bhalla, who is an Indian economist and is currently the Executive Director for India at the International Monetary Fund, supported these new farm laws. Ashok Gulati, who is an Indian agricultural economist and a former chairman of the Commission for Agricultural Costs and Prices, the advisory body of the Government of India on food supplies and pricing policies, supported these new laws. Even the most celebrated author Chetan Bhagat supported the farm laws and the entry of foreign retailers in agri-marketing. Nobel laureate Abhijit Banerjee didn't make a single argument favouring the repeal/revoke of the new farm laws. Rather, he suggested the government to just postpone the implementation of these farm laws citing COVID reason. Therefore, one can understand, he favours the implementation of laws rather than its repeal/revoke. Ex-RBI Governor Raghuram Rajan, in one of his interviews with Barkha Dutt in Mojo story, opined that the NDA government doesn't intend to hurt the interest of farmers. He favoured the competition in agri-marketing through the entry of foreign and Indian corporates and retailers simultaneously ensuring the existence of mandis. This is what the new farm laws are also promising. And, the economist Kaushik Basu was the Chief Economic Adviser of the UPA government, which itself promised to abolish and reform APMCs and mandis and allow the entry of foreign corporates in the Indian agricultural sector in their election manifestos. Kaushik Basu himself supported the entry of foreign retailers in agri-marketing then. Now, he is against these new laws. The best example of hypocrisy.

    • @sankarvenugopal2860
      @sankarvenugopal2860 3 роки тому +1

@snap_potion And, regarding the MSP and entry of corporates. MSP decision is purely an executive decision and the MSP is guaranteed 100% irrespective of the enforcement of these new farm laws. MSP system and APMC Mandis will continue to work irrespective of these new farm laws. It is this same government which increased MSP in September 2020 after the passing of the new farm laws. This government paid more than double to farmers as MSP. Between 2009-2014, the UPA government paid just Rs. 3.74 lakh crore whereas, this govt paid Rs. 8 lakh crore between 2014-2019. This govt bought 74 times more pulses than UPA govt. Between 2009-2014, UPA govt just procured only 1.52 LMT pulses at MSP whereas, this govt procured 112.28 LMT pulses at MSP. Also, in 2013-2014, the MSP for Tur Dal was just Rs. 4300/quintal only whereas in 2020-2021, the MSP for Tur Dal has been substantially increased to Rs. 6000/quintal. Then, how can you turn your eye blind to these visible facts and figures??? Thus, the opposition arguments about MSP is totally baseless. You can verify these facts and figures through various agricultural websites as it is freely available in the public domain. Through these reforms, farmers will get the freedom of choice to sell in APMC mandi or choose any other seller. He/she will get multiple options to sell. He/she can be ensured of better prices through competition. He/she can sell directly to anyone and earn higher prices. Regarding, the court settlement of disputes, do you want to drag these honest, poor and innocent farmers to the web of lengthy, expensive, cumbersome legal procedures of Indian judicial system???. Nowadays, it is taking more time to get a dispute redressal in a reasonable manner. You must also note that most of SDM's are young IAS recruits who entered the system with the utmost vigour, competence and ardent devotion to doing good for the society. You should also note that the workload of a local judge is more than the same as an SDM. Of course, no system is perfect and blemishes-free. Even if a farmer is allowed the option to approach the court, there is no guarantee he/she will get a suitable redressal because of the widespread corruption in the Indian legal system. So, I suggest you approach the issue in a more open and unbiased manner. We cannot allow our emotions to rule over the visible facts, figures and realities. I know I am not that educated but I always try to approach an issue in an honest way without any prejudices.

The Arhtiyas or as you refer them "middlemen" are actually service providers who store and dry the crop until it reaches the appropriate moisture levels or other qualifying grounds, load and unload it, clean it out, weigh it, pack it in bags and stitch them. They also finance the farmer all year long without collaterals. They have accountants, laborers and other staff. They have to pay for electric weighing and cleaning machines, they also have bills to clear. So i don't think it's appropriate to call them middlemen. THEY'RE SERVICE PROVIDERS

I don't understand why some people are saying that a farmer cannot sell outside his or her state. Can they point out any one law which restricts them from doing so. Ya I do agree that the local police do stop them from doing so but that is illegal.
Moreover there is no law which restricts the farmers from selling outside the APMC market.
Moreover Bihar has removed APMC act in 2006 and removed the middle man. But still farmers of Bihar are no less exploited.
Instead of this the government could strengthen the law so that the middle man cannot exploit the farmers.
Late Arun jaitley himself said in the rajya sabha that if we try to remove the middlemen the bigger middlemen, ie, the big cooperations will come into the game and exploited the farmers even more.
And giving example of Lays and amul to justify your point is wrong. This be because Cereal cannot be compared to dairy products and fruits and vegetables.
I have a doubt, did this government even consult any farmer or farm committee before enacting this law. Also if the farmers are unhappy with the gift you are giving them then take it back. Why do force the farmers to accept it.

That is the problem that those farmers that are protesting are not understanding. They maybe from anywhere but they are getting the MSP while in other states farmers are dying due to suicides and government have to look at farmers as equal citizens and take actions for their favour but nobody on the roads are going to understand that those bills are made for entire indian farmers and they are just a few percentage of them demanding to remove the bill for their MSP which us not even being removed and they are the ones threatning teh future of 49% indians that are linked to farming sector. People go on saying that take those farmers that are protesting as farmers of India but the fact is they are not listening at all they are blindly saying remove the bills. Meanwhile other states are in dire need of these bills.

Then they will give you what they want because there is no msp on crop in private mandi... And no way back because APMC till that will finished.
And why can't a farmer go to court for contract related why only sdm ?? please answer me that

BSNL still exist and you can get its subscription. BSNL was on loss before jio too. And BSNL now has got better than before (still in loss tho) , you will get disney+ Hotstar Premium with subscription! Haha, ok enough jokes.
Only 6% farmers get Apmc benefit (the figure goes up in Punjab, Haryana, West UP) . Apmc are still flawed before private comes. And the farmer will get written contract of guaranteed price. The private sector is not 1 company, there is competition among the private itself. Suppose reliance does what you say, but farmers don't like it, so they will go to Tata, which will give better price, seeing it Reliance will again give better.
Entire US and Europe runs on capitalism.
Google still provide best service because they know that if they don't, Yahoo will rise to takeover.
And the govt proposed amendments in the court part but Farm Unions rejected it. And Nirbhaya took around 10 years to get justice, that is Indian Court.

Only 6% farmers get MSP, rest 94% do not get MSP on their produce.
Govt (both centre and state) do not have enough money to buy on MSP. Still they manage sometimes just before elections.
But they do not know what to do with those produce and it eventually rots in godowns.
Govt cannot make policy that will benefit only very few people.

2)yes ,Indian agriculture has a major stake in pollution ,may be diversifying crops is an idea , but it won’t Happen in a year it needs years
      3) yes ,there is tax exemptions, but I don’t believe the smallscale farmers are benefited completely. But as there are big players who benefit.irrespective of state ,ideology or party.
4)yes ,they are defaulters,it’s because they don’t have the Money unlike some liquor baron ,that’s why they suicide (tax exemption is not helping them there nor do banks)
5)I agree to Landgrab, water usage etc.
6)but we are in grain surplus ,so I don’t know if we have imported grain. Govs.major complaint is grain and paddy is rotting in the FCI depos.
7)the storage /cold or dry is bad in gov .sector which they could improve with time ,that will give yearlong steady supply and price .

    1. if there is no scarcity of food then why was potatoes and tomato, onions sold at high price during lockdown. These are basic food items right... Do ur research and provide the explanation.
    2. If u are saying about courts are busy etc but why is basic right to approach the court is taken away from farmer
    3. Why was the farm laws passed as a ordinance then as a bill in hurry whereas other parties wanted it to be discussed thoroughly before implementing. Why was it passed during covid situation. If u say it important to take the action then, get a answer for me.. why there is no winter session in parliament (reason given for no session is due to covid).
    4. If u think these laws are good then why is government ready to make the changes. Why is it not ready to take it back and re- implement with proper discussion.
We are staying in democracy. Everyone has its right to oppose/ take decision. No one should impose anything just to for his ego.
    5. If PM feels these laws are good why didn't he visit the farmers at least once to discuss during the protest. Why is he hiding behind camera and giving his view.
I appreciate ur work u do ... I hope very soon I will see new video with answers for above questions.

      1. That's a point.
But that's totally related to customer.
      Not farmers.
      2. Farmers has given the nearest courts, instead of big courts which far away from their reach.
& farmers don't have enough money to give to lawyers even.
      That's why.
      3. Ordinance is necessary because this laws is delayed from many decades.
All kisan neta, dr. Manmohan singh, Pranab Mukherjee, rahul gandhi every body wants this laws but they never did.
      But Someone has to.
& there is 5 hours proper discussion in both houses.
& 10 days before this law passed, one copy of laws is already given to all MPs. They can read it. But they not. 😂
      That's ruled.
      Yes winter session is canceled.
& new session will start early in January. To make over winter seasons.
      4. By this logic we have to canceled our own constitution first.
I can't imagine how many times our constitution gone through changes.
      That's not make sense.
      5. If u think PM not meet once farmers. Is totally yours thinking but its true or false that u can't give certification on that.
U can think what u want to.
Government has support of many farmers that's why they bring this laws.
If u r thinking government will destroy their votes by there own hands. 😂
      They what to say. 😂
      Generally no body does.

Secondly Corporates are Not Human Being.
A Human being is Mortal. It has life and dies after a certain age. Look at the age of FORD Mortors or Tata Group, Mc Donalds. It's a myth that we Run Corporates.
The truth is Corporates Run us, when it's employee base keeps changing its ownership keeps changing. It will keep thriving for profit at any cost.
It will set legal traps where people can get trapped. For example. The Debt trap created by Credit Cards. at 3.5% monthly interest and allowing easy use. It creates a trap which a person will only realise when it's too late.
Now think when smart people of the cities can get trapped in the circle of llife style loans.
What these Corporates will do once they get an oppertunity to interfere in a farmers farm land. So Much Land that can be acquired easily by making agreements that farmers cannot honor for long.
Why is govt. Not encouraging cottage industry..why this govt. Is so fixated with corporates.

@@ramanujkumar7941 Firstly it would be foolish of us to compare our country to US,China etc since the economic conditions of farmers in India is already quite bad to start with, thanks to the combined efforts of Congress and the BJP. Our country, where 50% of the population is dependent on agriculture grows enormous amounts of wheat and rice and it is this surplus that is stored. Fruits and vegetables's storage life in granaries isn't a lot whereas wheat can be stored in silos for yrs.

Farmers have issues with MSP not written in the law and dispute resolution authority. Arthiya is not middleman but a service provider in mandi who takes a commission. A parallel mandi will also need these Arthiyas ,so they'll never go.The way in which the laws were pushed without enough deliberation also is the reason why the farmers have taken the matter in their own hands. This video doesn't cover both view points holistically.

Hey there, the point of Msp not being in the bill is pointless as bills do not even concern MSP..but still you fall for such rhetorics by politically opined people..

@Odin-The War God Again rhetoric..Do you guarantee all farmers MSP or only some in punjab..Only some farmers in India(especially Punjab) enjoy MSP..Smarter farmers even sell high quality product to export and not on MSP..

@Odin-The War God Govt does not have the money or space to buy and store all produce on MSP..it buys only for ration shops and it will continue ..but if you include MSP in a law then govt becomes bound to procure every produce on MSP which it cannot do obviously..

@Odin-The War God Raising prices via MSP to help farmers is only 1 step of the solution..MSP is not the solution in itself..We obviously need better management of food produce to get more value out of it and only private companies can deliver the efficiency and govt cannot ..

We support these reforms. Few farmers from punjab don't have right to deprive other millions n millions of farmers off of monetary benefits of these Pro-Farmer Reforms. Govt should not give special treatment to any specific state. All farmers from all states matters.
Never Ever Withdraw these reforms. Never surrender to Lies, misleading and anti-farmer commie agenda.
If govt will withdraw these reforms. You will see bigger and fierce protest against withdrawal in Gujarat and on MP border to bring back these reforms.
