I loved that old Two-Face. Not generally a fan of items being sculpted into hands, (at least not in the days before swappable hands), but that gun looked and felt so cool, I didn't even mind.
I saw the whole wave at a target but didn’t get them. I only got the batmobile with the Batman figure, since it’s only $20. If that lit up it would be great but customizing it can be done.
Given your side by side comparisons, I think your guess of recast is on the money. The softer details and the slight change in height fit with a recast being used as the source of new tooling. Regarding tooling rights, most times the tooling follows the licensor, not the licensee, so more than likely DC could have passed that tooling onto Spin Master... If they had it. However, nearly all of Kenner/Hasbro's tooling library from before the late '00s was lost during a change of factory partners - and I don't mean they went missing! I never got a fully open answer from hasbro about what happened on the record, but it looks like they were paying to store the tooling with the old factory, some of it broke in a move, they stopped paying and the factory recycled the rest of the library.

as far i i know the mold is proprety of the licensor (WB in the case), not the toy manufactor

Actually kinda surprised how the older figure has more paint than the new one and also how it has matte paint on the head unlike the new one.
Yeah, definitely gives you an appreciation for the old days
