Bullets often don't penetrate, unless we're talking high powered rifle bullets. And if they do penetrate, they'd be wildly off target and not have enough energy to do anything to the next person.
I'm not surprised how Michael reacted to Franklin's death, because in ending B. If we're going to kill Michael, Michael said that Franklin was like a son to him
