Didn’t OSRS have a similar bug immediately after release? Seems like there should be some internal talks that happen more often because usually, once a bug is found in one game, it often works in both games.
Zeb obviously makes irl money off the bugs, they probably makes over 100k a year, they'd have to match his average at least for it to be worth it which they will never do.
Considering there have been corrupt Jmods before, it would be a pretty big gamble to let in known people of known dubious character. I don't think there would be much trust to have them running around at all.
They need to address the real issue, the Spirit of Harvest pet has a bugged soul scythe override, on top of the fact none of the dyed ZGS work yet the normal one does.

I'd imagine rares because they are big instant paydays. Items sold in bulk would require maintaining the operation for a while. Rares are a quick "we found a bug - get in, dupe, cash out, get out." type of affair with no need to maintain or continously do anything. An afternoons effort Vs months. Because the window of time for these critical bugs being found and fixed can also be very narrow. It's a race against the clock. Plus, fast big, fancy paydays are massive mental highs over slow and steady. Flashy, big, gets a lot of attention when it comes out. Megalomania is a pretty common thing that seems to occur for dupers, cheaters, hackers, etc. The fact one of them occasionally released videos explaining dupes does kinda smell like there is an attention angle in it too. A video proclaiming they duped 10million blue blubberjellyfish and sold it over a period of months is far less flashy, sensational and exciting than "we duped a bazillion partyhats."
