The most protected "room" on an aircraft carrier is the reactor room and the surrounding area. Not even the captain is allowed into that part of the ship without proper authorization.
My brother-in-law spent a total of about 12 years of his navy career on several aircraft carriers, I ask him many questions, one time I asked what happens when an enemy or threat gets near a carrier? He said rule #1 is nothing gets close to the carrier. I said OK but what if, he said rule #1 still applies, HA! Shut me up.
I think that's a video camera. It would make sense to record every take off (and landing too, probably) to A) keep track of the pilots' skills and B) see what went wrong in case of an accident.
