Apparently, the mother ignored onlookers urging her not to move the boy and, instead of calling the ambulance, picked him up and took him back to the room. This was in addition to bringing an intoxicated stranger back to the room and allowing him to take the boy outside after saying he was going to "scare him a little bit."
