It's probably worth mentioning that, in the UK at least, our Fire & Rescue Service insist that tea-light candles MUST be placed in non-combustible holders. The thin foil or plastic around theses things is NOT sufficient by itself.
The good news is that using proper holders can enhance the look, and the value, of the project. There is plenty of choice on Amazon.
It's better to be safe than sorry - especially if you plan on selling your tea-light projects, as, should the worst occur, you could be held liable.
