Mine has packed up as well, it'll occasionally work, but it's under warranty, so it'll be going back to citroen soon, but my mechanic said it's most likely to be the airbag ring connector that's worn out already, I'm tempted to stick an after market horn on, with a button just under the electronic handbrake myself.
i dont call cutting holes easy, just take the front part of the arch liner down, get a stubby ratchet with 13 mm socket and undo the bolt then you can pull the horn down and unclip the connector.

Well you can see I did take arch off and couldn't get near it hence why I cut the hole out.
Just showing a way I thought was easier to get at it
