Gta lcs already explained why gta 3 didn't have a motorcycle. Basically, during 1998 , there are protests going on about the dangers of motorcycles, saying that it kills the kid and must be banned... if someone is confused. Why do gta 4 have a bike? The game is set in the HD universe completely differently universe the ps2 era

These are the things why GTA games missed these features: GTA 3: they missed the heli, planes (dodo is useless though), due to 9/11 attacks. They missed motorcycles due to ps2 limitations or the lack of programs to code one (they are new to 3d era back then) In GTA VC, trains aren't planned at all, maybe they forgot, not matched with the concept, or they don't know where to put one. In GTA SA, first is Hot Coffee, they didn't removed it, government did. And FPS is isn't possible due to PS2 limitations. Climbing wasn't even introduced at all, maybe this is because this is the hardest to code or they forgot. In GTA 4, most of the features are removed or aren't planned due to PS3 and Xbox 360 limitations of course. In GTA 5, this is the one that I am sure. All features that are removed is because of the limitations of PS3 and Xbox 360 (you can see already that it's struggling to run at 30 FPS and mostly dropping down to 20). Note, this isn't always true, these are just my theory
With GTA VI over the horizon, we can pretty much expect a large majority of these features to be added in the game. Especially the enterable interiors. I think it would be awesome to be able to go inside every restaurant, store, nightclub, strip club, even almost every house in the whole state of Leonida
Inaccessible interiors only for cutscenes are a thing in most games. It goes even back to GTA3, remember Ghost Town? The introduction scene, where after robbing a bank Catalina betrays Claude? That's basically an "interior" made just for a single cutscene. And it's accessible only by using cheats, so isn't meant to be enterable in normal gameplay. So yea. Also GTA V/Online has a lot of "hidden" interiors somewhere on the map, as the enterable business vehicles (Terrorbite, MOC, Avenger, Kosatka and Acid Lab) have their interiors on the map, just not accessible from its location (usually somewhere near the Terminal at the Docks). That's essentially the same game mechanics, creating interiors on the map inaccessible from their surroundings only for a special event (either a cutscene, or for a mobile business).
I also have so many wishes in the games like, GTA 4 i wish you could dive underwater and could steal planes like the previous GTA games, but i have wished this so many times.
Rockstar develops GTA games as a console exclusive at launch. That is why some features and content are removed in order to optimize the game for the consoles. Maybe GTA VI on PS5 will be able to exploit the hardware to its peak.
The sad thing is When it comes to modding in gta games the developers have more freedom in moding even adding features that got removed or adding a new stuff that the game misses but in BULLY there is more limitation and the developers want to add more animations and stuff to bully,Am not talk about the things the game already have,Am talking about new moves or missions but soon in the future this limitation will break hopefully IDK really sorry if my english is bad
Playing modded games is an insane experience. Modded GTA games, you know, are amazing. Having interiors in GTA 5, snowfall in GTA 4, and the train and motorcycle in Vice City and GTA 3 is the best! 👍
In this content, I can't add them because mods are not working with them. (There are almost zero mods we can use as they are not PC versions). That is the real reason for not adding them.
The most missed feature in San Andreas is the hot coffee For Vice City it is the two players split screen that has been removed after the first series of copies just like the gang territory glitch in San Andreas. By the way, if GTA VI doesn't have accessible interiors consider me out.
Hello Blaze 92, there are other features missing from Gta 5: Out of the police stations I can only access Mission Row Police Station, except for Sandy Shores Police Station, Paleto Bay and Davis and at 4 stars the Noose guys come in Ranchers and not Swat Vans and at 5 the Army doesn't participate.

Forget about first person mode in San Andreas, the damn skateboard shouldn't have been removed. It would've been nice to ride on a skateboard and use it as a melee weapon.

Gta 4 also has a missing feature,flyable planes, Gta 5 doesn't have crouching Gta vc doesn't have trains which is an inspiration to Miami which didn't have train in the 80s. Gta 3 doesn't have flyable helicopters.
A missing feature due to limitations. Not everyone can understand, that R* can't implement it at this point, and yesteryear was too late. It's based on a peer to peer connection with the only thing close to a server is the R* Services, which only features matchmaking (broken anyway) and data storage for your character progress. Without running a global server for the game and each player connecting to each other directly, there can't be a working anti-cheat. So yea, due to limitations.

The worst and missing features in gta 5 are minigame and side activities to do very little and cannot purchase food and drinks at a restaurant (no access to it)

Helis are better, they can take off and land everywhere. And there's the Annihilator, which has weapons. Not the best option, but still good anyway.

The real reason can be the technical limitations at that time.

Missing features were not added due to limitations or probably something else.
In GTA 3, bikes, probably due to technical limitations. Metros were not there in 1986 where GTA VC is set. But they could have added the rest.
