The key to understand i think is that static is the initial tendency. Dynamic is over time and is about oscillation.

I'm a little confused. Does that mean that static stability is the tendency to return to original attitude and dynamic stability is the time and number of oscillations it takes to return to the original attitude?
Yes
Static Stability is the airplane's immediate reaction to the disturbance while Dynamic Stability is the airplane's response over a period of time to to a a disturbance. Each Static and Dynamic can be classified as Postive, Neutral or Negative.

Does the concept of dynamic stability apply in a statically unstable situation? Because if the plane moves further and further away from its initial attitude it doesn’t seem like there would be oscillations of any kind. Same question for dynamic stability given neutral stability.
You’re right; only positive static stability leads to dynamic (negative, neutral or positive)!
