I think he's from Unova. More specifically Mistralton City (plane pilot background + Chargestone Cave). The war that they might be inspired by would most likely be the Gulf War from 1990-91 (Voltorb bombs). Maybe young Surge was a Faller in Legends Johto and he's in Kanto with Raikou and Zapdos by his side.
To be fair this theory never really held up to scrutiny i think its only held its popularity because its one of the classics, glad your back love the videos
3:15 - I thought Pegasus was British, not American. 5:00 - Given that there's a lot of references to his gym in Alola, he's probably from there. World War II or a war between Unova & Alola are my best guesses, as he seemed to enjoy visiting Unova in B2W2. That implies his Raichu was probably from around Nimbasa city.

My thoughts are as follows, Pokemon RBG takes place in 1995. Lt Surge is about 34 years old at the time he is a Gym Leader. 34 years from that which RBG takes place is 1961 since the game is in 1995. the first war that comes into my mind was the Vietnam war But that ended in 1973. so then I realized they mentioned that he was Air Force and used electric pokemon to power his plane. One war stuck out to me that involved planes. The Persian Gulf War (Iraq War), which took place in 1990-1991. Which was also a continuation of the Cold War that the USA has won (Yes as an American I am biased. USA USA USA!) So my thoughts was after the Gulf War Surge went to japan as part of the Japan American treaty and resided there as a solider after being a bomber pilot.
I can see Lt Surge's backstory possibly referencing the Vietnam War * This was back when real life places and stuff were more easily mentioned (like they acknowledge the moon landing with a real life date) * The game was released in 1995-6, 20-21 years after the Vietnam War ended. So Lt Surge could easily have been drafted during the Nixon Administration and be in his late 40s-early 50s. * The old guy in his gym who says Lt Surge saved him could be a general or superior officer of the war * It was a well-known conflict for Americans at that point and unlike say the Gulf War it doesn't take place too far from Japan, which could explain how Lt Surge ended up in Japan (holiday leave)
I always thought the war he was talking about was the vietnam war, starting in 1955, satoshi tajiri was born in 1965, and the Vietnam war ended in 1975, by which time he would have been 10 yrs old, the approximate age that pokemon trainers get their first pokemon. So lt surge would have had to have been atleast early 60s by that point. He would have retired from military.
I'd imagine that Surge is from Alola, given all the ties he seems to have there (plus the US does basically just use Hawaii as one big military base IRL). As for the war, given the time frame of the games being set in 1995 and given that surge is at least 38 (the requirement for US military retirement pay is 20 years of service [with several asterisks] and you can't serve until you're 18) and doesn't look like he'd be older than 50, I'd say we're looking at a timeframe of the mid-60s to early-90s. This lines up well with the end of the Cold War, so I'd guess the war Surge was referring to is one of the many later conflicts in whatever Pokémon's equivalent of the Cold War is.
As much as I love Toby's videos, I genuinely hate the big war theory so much. So many people have been talking about it for years, and they constantly repeat these points that are just like obviously disproven If you just think critically like at all lol. Like I feel like so many people forget that the Gen 1 text was written with the idea that the pokémon world took place in our world. So lieutenant Serge was probably just talking about like the Gulf war or something lol. And then as pokémon shifted into being you know not our planet, that whole idea was erased from their world In the same way real animals and real countries have been
