As much as "Decimate" sounds so cool. It really isn't complete destruction. Though, a tenth of any military is pretty devastating.

I mean, shock and/or horror at the massacre occurring is a thing? Plus you see how fast that arrow's flying? It's not exactly moving slowly, so no time to react. Plus slow reaction times, too. And, considering everyone seemed to be in bed or similar going off of Taserface and such's responses? They could be tired/just woken up, so brains are still going slow?
If only they had some sort of long range weapons that shoot projectiles at the speed of sound...
