They are just storm chasers. They offer a free inspection to see if it’s worth it for the homeowner to make an insurance claim, and try to sell them a roof if so.
My mom had that happen once, the guy came for an estimate and she said she'd think about it. Three days later we heard him and his men climbing the roof and tearing off the shingles without her telling them they had the job. He did an okay job, but both of us were livid that he did that.
I remember seeing a TV investigative report way back in the 80's or 90's about a group, engaged in this sort of home 'improvement' activity, known as the Irish Travelers. So this is not a new organized network; they've been around a long time.

It looks like that scam contractor broke the corner off of the chimney. They should be held responsible/ liable.
No lie man. My street has like dozens of these "roof inspectors" roaming around wanting to inspect roofs.
